South Bend Common Council Health and Public Safety Committee and <br /> Personnel and Finance Committee <br /> Minutes from Joint Meeting of December 12, 2005 <br /> The Common Council's Health and Public 2005 and Committee and Personnel and Finance to order by Health and Public <br /> Committee met in joint session on December <br /> Safety Chairperson Karen L.White at 4:52 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Puzzello, Varner, <br /> Kuspa, Rouse, Kirsits and White. Among those also present were Mayor Stephen Luecke, City <br /> Clerk John Voorde,City Attorney Charles Leone,City Engineer Carl Littrell,City Community and <br /> Economic Director Sharon Kendall,Public Works Director Gary Gilot,Controller Catherine Fanello, <br /> Jamie Loo (South Bend Tribune), and Aladean M. DeRose substituting for Kathleen Cekanski- <br /> Farrand, Council Attorney. <br /> A full quorum of both Committees existed in that all members were present,namely Council <br /> Members Kelly, Varner, Kuspa, Rouse, and White. <br /> Bill No. 90-05 (Substitute Version) - Technical Amendments and Clarification <br /> of Ordinance No. 9621-05 Addressing Annual Pay and Monetary Fringe <br /> Benefits of Police Officers for Calendar Year 2006,2007, and 2008 <br /> City Attorney Charles Leone presented Substitute Bill 90-05 to the Joint Committee. He <br /> explained that this Bill entails a total of four changes,two completely technical text changes;another <br /> change that clarifies shift premium pay; and one change regarding sick leave that is contingent upon <br /> FOP ratification of the Collective Bargaining Agreement. <br /> The strictly technical changes are at Sections II and III of Substitute Bill 90-05. Under <br /> Section II of Substitute Bill 90-05, the term "Uniform Sergeant Propay" contained in original <br /> Ordinance 9621-05 was changed to "Uniform Supervisor Propay." In Section III of Substitute Bill <br /> 90-05, the term "Investigator Propay" has been changed to "Investigative Corporal Propay," <br /> The Shift Premium Pay change in Section I of Bill 90-05 amends Section III,paragraph e of <br /> Ordinance 9621-05 so as to clarify proportionate pay when there is an overlap of shift work. <br /> The final Section IV of Substitute Bill 90-05 addresses sick leave and authorizes a sick leave <br /> incentive program which provides financial incentives on a quarterly and annual basis. According <br /> to Mr.Leone this was proposed by the FOP and is cost neutral. It will encourage better attendance <br /> and is contingent upon police ratification of the Collective Bargaining Agreement. It is further <br /> contingent on the Board of Safety's approval of the Collective Bargaining Agreement. According <br /> to the State Board of Accounts, the contingent effectiveness language is acceptable to them. <br /> Council Member Rouse questioned whether the sick leave buyback provision is consistent <br /> with the City's budget, and Controller Catherine Fanello confirmed that it was a cost neutral <br />
