r + Council Rules Committee 2005 South Bend Common Council The February 28, 2005 Council Rules Committee was called to order by its Chairperson, Council President Charlotte D. Pfeifer at 5:08 p.m. Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Puzzello, Varner, Kuspa, Rouse, Kirsits and White; Rita Kopala, City Clerk John Voorde, and Council Attorney Kathleen Cekanski-Farrand. Council President Pfeifer noted that the members of the Committee include Council Member White,Dr. Varner and herself. Council President Pfeifer noted that the only item to come before the Committee was Bill No. 7-05 which would amend Chapter 2, Article 1, Section 2-11 (d) of the South Bend Municipal Code addressing public hearings of the Council. She noted that this Bill was requested by Council Member Kelly. It would eliminate the reading of the detailed procedures governing public hearing at each Council Meeting. It would require that such a reading take place at the first regular Council meeting of each year. Thereafter, it would be mentioned that the procedures governing public hearings are available in pamphlet form which will be placed next to the Council agendas. Council Member White made a motion, seconded by Dr. Varner that Bill No. 7-05 be recommended favorably to Council. The motion passed.
