STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: November 9, 2020 <br />Application Number: 2020-1028 <br />Property Location: 1202 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial <br />Revival/1949/Barry House <br />Property Owner: John and Jennifer Balsbaugh <br />Landmark or District Designation: East Wayne Street Local Historic <br />District, #7796-87 <br />Rating: Non-Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: The original two story house was constructed on a T-plan and set <br />upon a brick foundation with basement windows at the side and rear. There is a gable roof with cross gabled <br />covered with asphalt shingles. The second floor overhangs at the cross gable over a large bay window with <br />casement windows and upper light fixed transoms. The first story façade has stone facing; the second story has <br />wood siding covered with aluminum. There is a large brick chimney on the side at the cross gable near the concrete <br />entry. All of the windows are the original metal casement windows. <br /> <br />ALTERATIONS: COA #2017-0531 allowed for the removal and replacement of 38 courses of brick on the <br />chimney and the replacement of damaged flues as needed. COA #2009-0601A allowed for the replacement of the <br />windows with new Quaker-manufactured windows (not completed). COA #2005-0411 allowed for the removal <br />and replacement of the roof. <br /> <br />APPLICATION ITEMS: “Replacement of all windows on upper floor and main floor great room + kitchen” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner has applied for the: <br /> <br />a. Removal and replacement of 22 steel casement windows with Marvin Infinity fiberglass windows. <br /> <br />Specialist Toering and Inspector Steve Szaday visited the property on July 19th, 2018 regarding the condition of the <br />metal casement windows and to discuss potential solutions for the property owners. Staff explained that the <br />Historic Preservation Commission and Staff will always advocate for the preservation of the original material , but <br />that rehabilitating casement windows was not locally as common. <br /> <br />The Commission previously approved the replacement of these windows in 2009 under the previous homeowner. <br />This project was not initiated/completed. <br /> <br />A similar project at 1402 East Wayne Street (COA #2019-0603D) was reviewed and approved by the Commission <br />at the June 17th, 2019 meeting. There are a number of similarities between that project and this project: <br />1. Non-Contributing rating. <br />2. Deteriorated casement windows. <br />3. Fiberglass composite replacement products are proposed (with the same contractor) <br /> <br />STANDARDS AND GUIDELINES: EAST WAYNE STREET <br />II. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and <br />brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of <br />wood and aluminum. <br /> <br />Required
