All rights reserved. <br />Page 1 <br />This is Exhibit A, Scope of Basic <br />Engineering Services, referred to in and <br />part of the Short Form of Agreement <br />between Owner and Engineer for <br />Professional Services dated _______, _____. <br />Scope of Basic Engineering Services <br />Arcadis U.S., Inc. (Arcadis) is pleased to submit this scope of work to assist the City of <br />South Bend in performing a regulatory review related to the Reciprocating Internal <br />Combustion Engine (RICE) National Emission Standard for Hazardous Pollutants <br />(NESHAP) which is applicable to emergency and non-emergency engines. Arcadis is well <br />positioned to help the City with this analysis. Our air quality staff have considerable <br />experience with RICE NESHAP through work with both municipal and industrial clients. <br />The City recently installed four new diesel fired emergency generators at their Wastewater <br />Treatment Plant (WWTP). All of the facility’s existing generators have been taken out of <br />service. The City has the following plans related to their generators: Maintenance Plan for <br />Existing Emergency Stationary Compression Ignition Reciprocating Internal Combustion <br />Engines (dated 5/2/2013) and RICE NESHAP Compliance Plan for Existing Non- <br />Emergency Stationary Spark Ignition Reciprocating Internal Combustion Engines (dated <br />6/20/2013). In 2018, Arcadis provided suggested edits to these plans to ensure that they <br />included all maintenance, monitoring, recordkeeping and reporting required by the RICE <br />NESHAP for the generators. Arcadis also prepared a requirement matrix for the generators. <br />The City has asked Arcadis to update these plans and matrix to reflect the requirements for <br />the new generators that have been installed. Since the site no longer has any non- <br />emergency generators, the RICE NESHAP Compliance Plan for Existing Non-Emergency <br />Stationary Spark Ignition RICE is no longer needed. <br />Under this scope of work, Arcadis will: <br />Request from the City of South Bend a list of all current generators, including the <br />manufacture date and horsepower rating at the WWTP. <br />Revise the RICE NESHAP requirement matrix to outline the applicable requirements <br />for the four new emergency generators. <br />Convert the existing Maintenance Plan for Emergency Stationary Compression Ignition <br />RICE (dated 5/2/2013) into a Word file (currently the plan is in .pdf format) and <br />modify the plan as needed to reflect the requirements for the new generators. <br />Arcadis will provide the City with a draft document for their review. After receiving <br />comments from the City, Arcadis will incorporate the edits and submit the finalized plan. <br />Deliverables: <br />RICE NESHAP requirement matrix <br />Updated document: Maintenance Plan for Emergency Stationary Compression and <br />Spark Ignition RICE <br />November 10, 2020
