Sample St <br />South Bend, IN 46619 <br />Re: Ambulance Bid/ Blanket exception to proprietary construction items within the specification. <br />Sir, <br />Thank you for the opportunity to bid the ambulance for South Bend. We have reviewed your specification and clearly it is a proprietary <br />specification to PL Custom Ambulance. Our dealership, which represents REV Group ambulances Road Rescue and Wheeled Coach, <br />have been extremely successful over the last 15 years in Indiana and Illinois. We have extensive product knowledge and capabilities to <br />service your agency. We, as any other manufacturer, would find it impossible to build a PL Custom ambulance in the spirit of true <br />competitive opportunities to gain your business. <br />In review of the specification, unless the parameters of “equal to or equivalent” or “meeting the scope and intent” are allowed with regard <br />to the construction and materials, HVAC design and other highly proprietary items within the specification, we would not be able to <br />provide you with a competitive bid. We must take blanket exception to those proprietary items, as we believe not only do, we meet the <br />intent and scope, but our crash testing alone provides the City the confidence that our manufacturing processes are superior. <br />What we can and will do, if allowed, is to propose an ambulance manufactured with the only fully live vehicle, destructive side impact <br />crash test that the industry has yet to challenge. This, along with the first industry roll over test, and subsequent NHTSA Injury Criteria <br />findings, places REV Orlando products at the pinnacle of safety for patient and crew. This alone validates the strength and durability of <br />the products. Our Per4Max occupant restraint system allows the attendant to move about while restrained. The security of controlled <br />decelerator restraints prevents snap type recoil that can increase injury potential while restrained. The Wheeled Coach ambulance we are <br />proposing remains the most stringently tested ambulance in the industry, while providing the highest quality and value. <br />As you can see, REV Orlando has products that can and will provide you longevity and quality, encapsulated in the safest means of <br />construction. It would be unfortunate if the City of South Bend were not receptive to this product for their teams.
