CCS of South Bend Discarity Study 2020 <br />tract and subcontract payments for the study period .117 However, for this study, <br />we went further, and applied a "90/90/90" rule, whereby we analyzed NAICS <br />codes for City -funded contracts that cover over 90 percent of the total contract <br />dollars; over 90 percent of the prime contract dollars; and over 90 percent of the <br />subcontract dollars. We took this approach to assure a comprehensive analysis of <br />the City of South Bend's contracting activities. <br />The City of South Bend's Unconstrained Product Markets <br />Tables 4-1 through 4-3 present the NAICS codes used to define the product <br />market for the City's contracts. These contracts were disaggregated by level of <br />contract (i.e., was the firm receiving the contract as a prime vendor or a sub- <br />contractor), the label for each NAICS code, and the industry percentage distri- <br />bution of the number of contracts and spending across NAICS codes.
