Kernan, Mayor <br /> Office of the Mayor <br /> January 20, 1992 <br /> Mr Stephen Luecke, President <br /> South Bend Common Council <br /> 4th Floor, County-City Building <br /> South Bend, IN 46601 <br /> Dear Mr. Luecke: <br /> I am attaching for filing a proposed ordinance which would amend <br /> Chapter 2 of the South Bend Municipal Code by establishing a City <br /> Building Department and enumerating some of the functions of that <br /> department. For the past many years, the City Building Department <br /> function has been carried out by the Department of Code Enforcement. <br /> With the approval of the City and County Councils, the City of South <br /> Bend and St. Joseph County consolidated their building departments <br /> effective January 1, 1992. This consolidated department will be <br /> operated by the City of South Bend under the supervision of the <br /> Consolidated Building Board. It is appropriate, therefore, that the <br /> City Building Department be established as a separate department. <br /> The purpose of this ordinance is merely to administratively <br /> effectuate action that has already been taken by the Council.
