For the past many years, the City Building Department <br /> function has been carried out by the Department of Code Enforcement. <br /> With the approval of the City and County Councils, the City of South <br /> Bend and St. Joseph County consolidated their building departments <br /> effective January 1, 1992. This consolidated department will be <br /> operated by the City of South Bend under the supervision of the <br /> Consolidated Building Board. It is appropriate, therefore, that the <br /> City Building Department be established as a separate department. <br /> The purpose of this ordinance is merely to administratively <br /> effectuate action that has already been taken by the Council.
