ORDINANCE NO. t2 41&-Y, <br /> AN ORDINANCE OF THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, AMENDING <br /> CHAPTER 2, ARTICLE 4, SECTION 2-13 OF THE MUNICIPAL <br /> CODE TO ESTABLISH A CITY BUILDING DEPARTMENT AND TO <br /> ENUMERATE CERTAIN FUNCTIONS OF THAT DEPARTMENT <br /> STATEMENT OF PURPOSE AND INTENT <br /> The purpose of this ordinance is to amend Chapter 2 of the <br /> Municipal Code to establish a City Building Department and to <br /> enumerate some of the duties of that department. With the approval <br /> of the City and County Councils, the City of South Bend and St. <br /> Joseph County consolidated their building departments effective <br /> January 1, 1992. The consolidated department will be operated by the <br /> City of South Bend under the supervision of the Consolidated Building <br /> Board. It is appropriate, therefore, that the City Building <br /> Department be established as a separate department from the. Code <br /> Enforcement Department. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL, OF THE CITY <br /> OF SOUTH BEND, INDIANA, AS FOLLOWS: <br /> SECTION I . Chapter 2, Article 4, Section 2-13 of the South Bend <br /> Municipal Code is amended to read as follows: <br /> ARTICLE 4, EXECUTIVE DEPARTMENTS <br /> Sec. 2-13. Departments established. <br /> (A) The following executive departments are established to <br /> perform administrative functions required to fulfill the needs of the <br /> City' s citizens: <br /> ( 1) Administration and Finance Department; <br /> ( 2) Law Department; <br /> ( 3) Public Works Department; <br /> ( 4) Police Department; <br /> (5) Fire Department; <br /> ( 6) Public Parks Department; <br /> (7) Economic Development Department; <br /> ( 8) Code Enforcement Department; <br /> ( 9) Building Department. <br /> (B) In addition to functions statutorily provided, the <br /> administrative functions of the departments of the City shall be as <br /> follows: <br /> (1) Administrative and Finance Department: <br /> (a) Administrative matters; <br /> (b) Fiscal matters; <br /> (c) Purchasing; <br /> (d) Personnel; <br /> (e) License issuance; <br /> ( f) City parking garages and parking lots. <br /> (2) Law Department: <br /> (a) Collection of overdue accounts receivable <br /> (b) Self insurance. <br />
