Commissioner Downs-Krostenko stated that she can change her storms from the inside, and that her <br />storms have an elbow bracket that allows her to insert the screen without needing to get on a <br />ladder. <br />Commissioner DeCola asked how windows that can be tilted are historically accurate. <br />Commissioner Downs-Krostenko clarified that this was the way some storm windows were operated. <br />Commissioner Stalheim clarified that they are not permanently tilted out, but only when you want them <br />that way. <br />Commissioner Wyncott stated that there is a time requirement to create functioning wood storm <br />windows and that he is understanding of this concern. <br />Commissioner Downs-Krostenko asked if they should break the project into two components, the <br />restoration of the windows, and the installation of the storm windows. <br />Commissioner Gelfman expressed desire to have the entirety of the house being uniform. <br />Ms. DeCola stated that she believed Mr. Nowicki would not want to have multiple types of windows on <br />the exterior of the house, he would want it uniform. <br />Commissioner Gelfinan reiterated that changing storms is dangerous. <br />Commissioner Downs-Krostenko agreed. <br />Commissioner Stalheim stated that he supported the installation of the metal storms, and that it could be <br />undone later. <br />Commissioner Deegan stated that he didn't see the difference, but he may not be looking at it as closely; <br />he recognized the importance of being able to open a window; and that he appreciated the <br />thermal efficiency of having a storm window. The Standards and Guidelines state that windows <br />should be rehabilitated, but access and use are a priority. <br />COMMISSION DISCUSSION: <br />N/A <br />PUBLIC DISCUSSION: <br />N/A <br />Commissioner Downs-Krostenko made a motion to recommend the rehabilitation and restoration <br />of the existing windows for COA #2020-0909. Seconded by Commissioner Stalheim. <br />Six in favor, none opposed. <br />Vote: 6 — 0. Motion to approve the rehabilitation of the windows for COA #2020-0909 passes. <br />Commissioner Stalheim made a motion to approve the installation of new metal storm windows <br />throughout the entire property on COA #2020-0909. Seconded by Commissioner Andrews. <br />Five in favor, one opposed. <br />Vote: 5 —1.
