LUECKE, MAYOR <br />COMMUNITY 8L ECONOMIC DEVELOPMENT <br />August 20, 2003 <br />Ms. Karen White <br />President, South Bend Common Council <br />41h Floor, County-City Building <br />South Bend, IN 46601 <br />Re: Ordinance to Increase Overtime Parking Fines <br />Dear Ms. White: <br />Attached for consideration by the South Bend Common Council is an Ordinance <br />amending Chapter 20, Article 1, Section 20-18 of the South Bend Municipal Code to <br />increase from five dollars ($5.00) to ten dollars ($10.00) the prescribed fine for overtime <br />parking if the fine is paid within fourteen (14) days. The Ordinance further provides that <br />the prescribed fine will increase from fifteen dollars ($15.00) to twenty dollars ($20.00) if <br />the fine is paid after fourteen days of notice. <br />This fine increase is necessary due to the passage of time since the fines were last <br />increased. It is further necessary because the municipally owned daytime parking <br />garage fees have been increased and the new daily rate is five dollars ($5.00). If the <br />parking garage fees and overtime parking fines are the same, it may encourage non- <br />compliance with prescribed parking time limits. We hope that the Common Council will <br />find that this overtime parking fine increase is in the best overall interest of the City and <br />its citizens(to be effective 01/01/04). <br />I will attend the Common Council's committee meeting to discuss this Ordinance and <br />answer any questions you may have.
