SECTION 8 — LANDSCAPING <br />SECTION 8 - LANDSCAPING <br />8-1 GENERAL <br />8-1.1 PURPOSE <br />The purpose of this Section is to provide design guidance to protect and enhance the community's <br />environmental, economic and aesthetic quality, thereby contributing to the overall objective of <br />promoting the public's health, safety and general welfare. The following design guidance is intended <br />to enhance, preserve and develop the City's environment by: <br />• Managing development impacts by planting trees and landscaping in order to increase the real <br />estate values of properties; and <br />Creating innovative and environmentally friendly landscape designs that enhance and define <br />the public and private spaces. <br />The (...Aof Soi.ith Bend Forester and Engineering will work together with respect to clarification and <br />guidance during plan reviews. Communication for tree plantings and landscaping requirements shall <br />be through Engineering during these plan reviews. <br />8-1.2 OVERVIEW <br />This guidance is to address landscaping applied as part of a development project or to be incorporated <br />as part of the surface restoration from work performed within the right-of-way. This section is not <br />intended to be a substitute for code requirements required in �tpt,t 19 Trees an Venh <br />uu p_an. <br />;i Where design guidance conflicts between <br />this section and the subdivision ordinance, the more restrictive requirement shall govern. <br />8-1.3 PLANTING SEASONS <br />Landscape and other planting work performed within the right-of-way shall be performed in their <br />respective species' planting season. Typically, these planting seasons are either spring or fall. Spring <br />Planting shall occur from the time the soil first becomes workable up to June 15. Fall Planting shall <br />occur from September 1 to November 15. Evergreen shrub plantings shall occur no later than <br />November 1, and evergreen tree plantings shall occur no later than October 15. Plantings that occur <br />outside of the specified planting seasons shall be approved by the City. <br />Plantings occurring in the summer season, generally from June through August, or other unseasonable <br />conditions may require watering and additional measures to sustain said plantings. Approval to plant <br />in these unseasonable conditions shall be acquired prior to execution. Proposed plantings shall be <br />placed to the extent possible when conditions are optimal for their long-term viability. <br />8-1.4 PERMITS <br />See the 01p ..- �..
