PROJECT IMPLEMENTATION <br />CITY OF SOUTH BEND: PINHOOK WTP IMPROVEMENTS PROJECT GUARANTEED SAVINGS CONTRACT <br />PROJECT IMPLEMENTATION <br />PROJECT INVOLVEMENT <br />4.A Provider’s Involvement: Per IC 36-1-12.5-3 the Provider must perform at least 30% of the contract <br />value with its own workforce. Please define how you will meet or exceed this requirement on a <br />percentage basis relative to the work to be completed by your own workforce. <br />While Reynolds is responsible for 100% of the successful delivery of this project, we anticipate we will self-perform <br />70% - 80% of the work with our own workforce. The work categories we will self-perform are listed in Section 1.C.8 <br />which represent the majority of the scope of work for this project. <br />PROJECT MANAGEMENT <br />4.B. Project Management: Describe how the project would be managed by the Provider. Describe <br />method and means of communication plan for the City and staff. Provide project management <br />documentation on past projects completed by the Provider. <br />DESIGN-BUILD PROJECT MANAGEMENT –THE REYNOLDS WAY <br />Clear and concise communication is imperative on GSC projects. Our approach to managing your GSC project will <br />focus on resolving these fundamental challenges: <br /> Transparent, open-book budgeting and cost tracking is paramount to developing trust – how do we <br />accomplish it? <br /> How do we provide the maximum value for the residents of South Bend and do it while minimizing risk? <br /> What is the best sequence of construction to deliver this Water Treatment Plant Improvements project <br />on time? <br /> Productive crews and subcontractors require timely and accurate information – how do we convey it? <br /> How can we provide the City with a safe, quality project without interrupting current operations? <br />When it comes to design-build project management, experience matters – and we have it. Over the past several <br />decades we have managed dozens of DB projects and we have developed the tools to be successful. <br />DESIGN PHASECOMMUNICATIONS <br />For the foreseeable future, COVID-19 will impact the way we communicate in this country. However, the schedule for <br />this project requires the design to begin as soon as possible to avoid the need to accelerate construction later. <br />Fortunately, Microsoft Teams and SharePoint are effective web-based collaboration tools that Reynolds managers use <br />daily to coordinate design-build efforts. (See sample below) We would plan to utilize them extensively to ensure that <br />effective communication and document control are seamless throughout the project. <br />Page | 35 <br /> <br />
