COMPANY BACKGROUND AND QUALIFICATIONS
CITY OF SOUTH BEND: PINHOOK WTP IMPROVEMENTS PROJECT GUARANTEED SAVINGS CONTRACT
C.7 Identify Professional Engineersdirectly employedby the Providerresponsible forthis project.
Include license number of the person responsible for the project.
Professional Engineers are beneficial to construction companies because they have the ability to ensure that work is
constructed safely. That is why construction firms employ them and most are structural engineers. Our Professional
Engineers are designers with true process design experience and that enhances the value we bring to owners and the
GSC process.
The President of Reynolds, Les Archer, P.E., not only is our leader, he is a designer of water and wastewater facilities.
Scott Huber is also a PE licensed in the State of Indiana, PE# 79800187. Throughout his career he has designed
numerous wastewater treatment plants, plant upgrades, and pump stations for municipalities in Indiana and Illinois.
He has a Master’s Degree in environmental engineering and uses his technical and construction experience to solve
problems for owners. He will be leading Reynolds’ design collaboration efforts on the project.
SELF-PERFORMED SERVICES
C.8 Describe if the Provider is a manufacturer, contractor, or engineering firm. Clearly
delineate what services or products the Provider is including from their own company as part of
the project.
I n addition to being a Qualified GSC Provider, Reynolds is also the General Contractor for this project. Typically, we
self-perform 70 to 80% of the work with our own labor force. Historically, these capabilities have been critical to
achieving the lowest possible cost and adhering to a tight schedule. Reynolds typically self-performs the following
work items:
River intakes and pump stationsProcess equipment installation
Site excavation/earthwork/gradingValve and Pump Replacement
Carpentry
Yard piping of all types
Concrete forming and placing
Exposed process piping of all types
Structural steel and miscellaneous metalsSeeding and restoration
Pipeline installationStartup and testing

Reynolds recently completedof the Muncie Water
Treatment Plant project. The project included upgrades to
the treatment process and the addition of ultraviolet
disinfection, creating an additional layer of protection to the
system. Reynolds was the Design-Builder on the project.
Page | 11
