Szarwark <br /> (219) 237-1195 TWX 810-341-3427 B&T LAW IND <br /> Telecopier(219)237-1125 <br /> April 22, 1992 <br /> Ms. Irene Gammon <br /> City Clerk <br /> County-City Building <br /> South Bend, Indiana 46601 <br /> Dear Ms. Gammon: <br /> On behalf of Massachusetts Mutual Life Insurance Company, as owners of the <br /> Scottsdale Mall, we hereby submit to you in connection with our petition for real property <br /> tax abatement an Ordinance amending Section 2-105 of the South Bend Municipal Code to <br /> identify the geographic area of Scottsdale Mall as an economic development target area <br /> under Indiana Code 6-1.1-12.1-7. <br /> We request this action in order to qualify the property for property tax abatement. <br /> We request that you put this Ordinance on the agenda for the next City Council meeting, <br /> at which time we will make a presentation demonstrating the need for such status in <br /> connection with the development and renovation of Scottsdale Mall. <br /> I believe it is fair to say that Scottsdale Mall is vitally important to the City of South <br /> Bend. It is the single largest retail development in the City. Its loss would not only <br /> eliminate a significant source of employment opportunities,but would also cripple the City's <br /> retail trade. <br /> As every resident of this City knows, Scottsdale Mall has suffered badly over the last <br /> decade. It has an abnormally high vacancy factor. That abnormally high vacancy factor <br /> threatens the continued viability of the Mall and is, in part, the result of a significant <br /> deterioration of the physical facility. <br /> The proposed project is the first step toward renovating the Mall to make it <br /> aesthetically more attractive to shoppers, and more functional for retail tenants. <br /> This project represents a significant commitment by Massachusetts Mutual to the <br /> Mall and to this community at a point in time in which many regional malls are being <br /> Indianapuli5 Fort Wayne South Bend Elkhart <br />
