The Establishment and Mission of the Historic Preservation Commission <br />The Historic Preservation Commission of South Bend and St. Joseph County (the "HPC") <br />is the body charged with enforcing the Municipal Code of the City of South Bend, Indiana (the <br />"Code"), as it applies to historic preservation within city limits. The HPC is a joint commission <br />between the City of South Bend, Indiana (the "City") and St. Joseph County, Indiana (the <br />"County") established by the City's Ordinance No. 5565-73, adopted on September 10, 1973, and <br />the County's Ordinance No. 154-73, adopted on May 14, 1973, as an overlay to the units' respective <br />zoning ordinances. Because the HPC was established prior to July 1, 1977, it is governed only by <br />each respective unit's ordinance and not by state statute. (I.C. §36-7-11-2(a)). Day-to-day <br />management of historic preservation matters, including the oversight of two (2) full-time and one <br />(1) part-time historic preservation staff members ("Staff'), was transferred from the County to the <br />City pursuant to an Interlocal Agreement between the City and the County, dated December 12, <br />1 <br />
