LaSalle Avenue (DHPA No. 25242) <br /> <br />Dear Mr. Tyrrell: <br /> <br />Pursuant to Section 106 of the National Historic Preservation Act (54 U.S.C. § 306108) and 36 C.F.R. Part 800, the staff of <br />the Indiana State Historic Preservation Officer (“Indiana SHPO”) has conducted an analysis of the material s dated and <br />received on March 19, 2020, for the above indicated project in the City of South Bend, St. Joseph County, Indiana. <br /> <br />Based on the submitted information and the documentation available to the staff of the Indiana SHPO, we have not identified <br />any currently known archaeological resources listed in or eligible for inclusion in the National Register of Historic Places <br />(“NRHP”) within the proposed project area. However, this identification is subject to the ground -disturbing project-related <br />activities remaining within areas disturbed by previous construction of a recent and non-historical nature. <br /> <br />If archaeological deposits are encountered from the post -contact period, they will be evaluated regarding their eligibility for <br />the NRHP in consultation with the staff of the Indiana SHPO. Please contact our office if such deposits are encountered. <br />The archaeological recording must be done in accordance with the Secretary of the Interior’s “Standards and Guidelines for <br />Archaeology and Historic Preservation” (48 F.R. 44716) and a report of the archaeological documentation must be submitted <br />to our office for review and comment. <br /> <br />In regard to buildings and structures within the probable area of potential effects, we have noted the West LaSalle Avenue <br />Historic District which was listed in the National Register of Historic Places on September 18, 2013. The Bernhard Neitzel <br />house located at 713 West LaSalle Avenue is a contributing resource to the historic district. Additionally, the house is <br />considered a local landmark governed by South Bend Historic Preservation Commission ordinances. <br /> <br />We understand that a portion of the scope of work includes three alternatives for thirty-two windows in the home. These <br />project alternatives include: (1) installing custom wood replacement windows; (2) installing vinyl replacement windows; (3) <br />removing lead based paint from friction surfaces, encapsulation of components and re-installing historic sash with vinyl jamb <br />liners; and (4) complete restoration of existing wood windows to include removal of a ll of the lead based paint and repair of <br />existing counterbalance system. From the photographs provided, it appears that the existing windows are historic and <br />original to the house. According to Standard number two of the ‘Secretary of the Interior’s Standards for Rehabilitation,’ <br />original windows should be retained and repaired. We note that staff of the South Bend Historic Preservation Commission <br />have toured the property and assessed a selection of windows which they believe are in good and repairable condition. Based <br />on the information provided up to this point in the process, we believe that restoration of the windows is the appropriate <br />treatment, and that the full restoration alternative is the most preferable option to preserve the historic integrity of the Bernard <br />Neitzel house. <br /> <br />We note that approval of the South Bend Historic Preservation Commission is also required for the exterior aspects of this <br />project, and that the Commission and staff also serve as a consulting party to the Section 106 review. It is our understanding
