Legal Counsel Kennedy clarified that, in motions for denial, Commissioners are <br />required to state their reasons for denial. Roll was called. <br />Commissioner Downs-Krostenko (AYE): I voted to deny the application as submitted because <br />it is in clear violation of the Standards and Guidelines. <br />Commissioner Deegan (AYE): I vote `aye' because page 38 of the East Wayne Street <br />Standards and Guidelines state that the "Front yard areas shall not be fenced and <br />fences shall not extend forward beyond the setback line of the house." If the fence is <br />moved to the setback line of the house the yard will be open. <br />Commissioner Ponder (AYE): I vote to deny because it went against the guidelines and it was <br />a retroactive COA. <br />Commissioner Stalheim (AYE): I [vote to deny] for the same reasons noted. <br />Commissioner Tiffany (AYE): I [vote to] deny because it goes against the guidelines. <br />Commissioner Gelfman (AYE): I also [vote to] deny, because it was against the guidelines, but <br />also because we just need to take it back to the edge of the house. <br />Certificate of Appropriateness #2020-0403 is denied. <br />7. 729 Cottage Grove #2020-0406 #8055-90 Local Landmark <br />Representation: Michael Hebbeler, 729 Cottage Grove <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 9, 2020 <br />Application Number: 2020-0406 <br />Property Location: 729 Cottage Grove <br />Architectural Style/Date/Architect or Builder: Free Classic / 1902 / "Stretch House" <br />Property Owner: Michael Hebbeler <br />Landmark or District Designation: Local Landmark, Ordinance #8055-90 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: Classic Revival House with Prairie Influences that was built in 1905 for Fred and <br />Margaret Stretch remodeled around 1917 converting it into a duplex. This two-story Free Classic is rectangular in construction <br />and sits on a concrete block foundation. Walls are wood clapboard with comerboards. The roof is hip with gables and boxed <br />returns covered with asphalt shingle. The front of the structure has a'/ length porch with doric columns set upon brick piers and <br />has a brick rail with a stone cap. There is an entablature over the entrance. Windows are mostly 1/1 original wood double hung. <br />There is a Palladian window in front dormer. Front door is wood panel with sidelights and there are two French doors in porch. <br />ALTERATIONS: RME 2015-1129 permitted tear off and re -roof with new architectural asphalt shingles and removal of <br />volunteer trees. COA 2005-0329A permitted removal of several hemlock trees and for replacement trees. COA 2005-0329B <br />permitted new 6" K -style gutter installation on house. 1990-0726 allowed for replacement of existing fiberglass garage door <br />with new wood three panel door. <br />APPLICATION ITEMS: "Replace metal framed storm windows with double pane high efficiency windows (Pella); replace <br />exterior door w/cracked glass and /eadpaint with security door. Replacements made to increase safety and energy efficiency. <br />Trim new windows in same color as original existing structure (pre -renovation). Use original siding to cover gaps. Paint wood <br />in window cavities to match existing paint scheme. Paint security door to match original.
