REGULAR MEETING APRIL 28, 2020 95
not a debative Board such as the Common Council. He asked the City Information Technologies
Department to look at other options that would allow more participation by the public. Ms.
Maradik noted the public doesn't speak during the normal Board of Works meetings except
during privilege of the floor. Attorney McDaniels added the privilege of the floor is for
discussion of items not on the agenda.
(Mr. Gilot later clarified: We appreciate the suggestion from 4th District Common Council
Representative Troy Warner that we format for more public participation at these online BPW
meetings. The public can and does speak when BPW holds public hearing items or when they
have an agenda item. The Board acknowledges that while we don't get much input at formal
regular BPW meetings, we have a strong culture and practice of informal dialogue at the public
agenda review meetings. Those agenda sessions are advertised public meetings that are great for
input and informal dialogue, but unfortunately have been canceled due to COVID-19. We will be
glad when we can reinstitute them when it is safe to hold such gatherings again. Given this
context, the Council Representative's point is well taken that we should work with IT to make
our online virtual regular BPW meetings more open to input from the public we serve as well as
the input of staff who are closer to project details as questions come up from the public or board
members.)
ADJOURNMENT
There being no further business to come before the Board, upon a motion made by Mr. Gilot,
seconded by Ms. Maradik and carried by roll call, the meeting adjourned at 10:23 a.m.
BOARD OF PUBLIC WORKS
Gary A.
