<br />AGENDA REVIEW MEETING
<br />The Agenda Review Session of the Board of Public Works scheduled for April 23, 2020, was
<br />cancelled.
<br />REGULAR MEETING APRIL 28, 2020
<br />The Regular Meeting of the Board of Public Works was convened at 9:34 a.m. on Tuesday, April
<br />28, 2020. The meeting was streamed live to the public with Board President Gary Gilot and
<br />Board Members Liz Maradik, Therese Dorau, Joseph Molnar, and Jordan Gathers virtually
<br />present. Also present was Attorney Clara McDaniels and Board Clerk Linda Martin. Mr. Gilot
<br />opened the meeting. A roll call was taken by Ms. Dorau confirming the electronic presence of
<br />Board Members Gary Gilot, Elizabeth Maradik, Therese Dorau, Joseph Molnar, and Jordan
<br />Gathers. Mr. Gilot explained that each item to be voted on would be confirmed individually by
<br />roll call.
<br />APPROVE MINUTES OF PREVIOUS MEETING
<br />Upon a motion made by Ms. Maradik, seconded by Mr. Molnar and carried by roll call, the
<br />minutes of the Regular Meeting of the Board held on April 14, 2020, were approved.
<br />NOTICE OF INTENT TO SELF PERFORM — MUESSEL GROVE BATHROOM
<br />RENOVATION PROJECT (PARK BOND SERIES I, TIF PARK BOND)
<br />Mr. Gilot advised that this was the date set for the Board's discussion of a Notice of Intent
<br />concerning Venues, Parks and Arts to self -perform the renovation of the Muessel Grove
<br />bathrooms with its own qualified workforce, adding they have significant abilities in their staff to
<br />do this work. He stated the Notice of Intent of discussion at today's meeting was advertised in
<br />the newspaper per Indiana Statute. Mr. Gilot stated the labor, material, and equipment exceed
<br />$100,000, the threshold for advertising a Notice of Intent to Self -Perform, with a projected cost
<br />of $158,350. He stated the Board took bids twice and each time the bids were over the budget.
<br />He added VPA will perform all of the work except the plumbing, electric, and masonry. He
<br />stated it isn't the Board's procedure to take questions until Privilege of the Floor, but seeing a
<br />question regarding this intent he would go ahead and read a question from Mr. Murray Miller,
<br />Local Union No. 645, asking if this was a public hearing. Mr. Gilot stated this is not a public
<br />hearing, just a notice for transparency on self -performance and to meet the Indiana Statute
<br />requirements. Therefore, upon a motion made by Ms. Maradik, seconded by Mr. Molnar and
<br />carried by roll call, the Intent to Self -Perform was approved.
<br />NOTICE OF INTENT TO SELF PERFORM — 2020 ANNUAL PAVING PROGRAM (MVH)
<br />Mr. Gilot advised that this was the date set for a discussion of the City's Notice of Intent to Self -
<br />Perform with its own qualified workforce, for paving Angela Blvd. (Lafayette Blvd. to
<br />Northshore Dr.) in the amount of $113,559.83 and Prast St. (Ardmore Trail to Bendix Dr.) in the
<br />amount of $116,749. He stated the city has published it's paving list, and these were the only
<br />two streets that exceeded the $100,000 limit. He noted the costs include the labor, rental
<br />equipment, and asphalt material. Mr. Gilot read a question from Mr. Murray Miller, Local Union,
<br />645, stating the City of South Bend has already started paving streets, why are they taking out
<br />Angela Blvd. and Prast Street? Mr. Gilot stated they haven't taken them out, they are going to
<br />self -perform. Therefore, upon a motion made by Ms. Maradik, seconded by Mr. Molnar and
<br />carried by roll call, the Intent to Self -Perform was approved.
<br />OPENING OF QUOTATIONS — CENTURY CENTER NORTH RESTROOM
<br />RENOVATIONS — PROJECT NO. 118-104CR (HOTEL MOTEL TAX FUND)
<br />Mr. Gilot advised that this was the date set for the receiving and opening of sealed quotations for
<br />the above referenced project. The following quotations were opened and read:
