Filed in Clerk's Office <br /> BILL NO.20-21 -- --- <br /> RESOLUTION NO.4861-20 ( JUL ll 8 2020 <br /> 11 UANiN M.JONES <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY - P1 % . :END,IN <br /> INDIANA, RECOGNIZING AND EXPRESSING APPRECIATION AND GRATITUDE <br /> TO OUR COMMUNITY'S FIRST RESPONDERS, MEDICAL & HOSPITAL <br /> PERSONNEL & ALL OTHER ESSENTIAL INDIVIDUALS WHO HAVE CONTINUED <br /> TO PROVIDE SERVICES AND NECESSITITES TO OUR RESIDENTS DURING THE <br /> CORONAVIRUS PANDEMIC <br /> WHEREAS, a global pandemic caused by coronavirus disease (COVID-19) has caused societies across the <br /> world to shut down in efforts to reduce the spread, flatten the curve, and limit the deaths from severe acute <br /> respiratory syndrome coronavirus 2 (SARS-CoV-2), the disease caused by COVID-19; and <br /> WHEREAS, on March 6, 2020 Indiana Governor Eric Holcomb declared a State-wide Public Health Disaster <br /> State of Emergency by Executive Order 20-02, and extending that State of Emergency on multiple times to at <br /> least July 31, 2020; and <br /> WHEREAS, Governor Holcomb also declared a Stay-at-Home Order effective March 25, 2020 which excluded <br /> only individuals who were needed to carry on"essential" functions necessary to keep communities functioning; <br /> and <br /> WHEREAS, our community's"essential"individuals include: all first(1St)responders such as fire, police and <br /> emergency medical personnel; medical and hospital personnel including doctors, nurses, and all staff; Solid <br /> Waste, Street Department and all other City employees; food service, and grocery and retail workers, and all <br /> others whose daily work is required to ensure that the residents of South Bend continue to receive necessary <br /> goods and services; and <br /> WHEREAS, these"essential" individuals have continued to meet the needs of the City and its residents, <br /> emergency and otherwise, and to provide necessary goods and services to South Bend's residents, and in the <br /> process of performing those functions have put themselves and their family members at heightened risk of <br /> COVID-19; <br /> WHEREAS, although each and every one (1) of the countless works of each of these"essential" individuals <br /> deserves the recognition, appreciation and gratitude of the Common Council, there are not enough words and <br /> time to adequately do so; and <br /> WHEREAS, even now, as the COVID-19 pandemic continues to threaten our community, along with the rest <br /> of the world, the Common Council wants these"essential" individuals to know that their sacrifices are not <br /> overlooked or unappreciated. <br /> NOW, THEREFORE,BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA,AS FOLLOWS: <br /> Section I. The South Bend Common Council hereby acknowledges and recognizes all the essential <br /> individuals serving our community during this pandemic; including but not limited all first(1St)responders such <br /> as fire, police and emergency medical personnel; medical and hospital personnel including doctors, nurses, and <br /> all staff; Solid Waste, Street Department and all other City employees; food service, and grocery and retail <br /> workers, and all others whose daily work is required to ensure that the residents of South Bend continue to <br /> receive necessary goods and services. <br /> Section II.
