CITY OFSOUTH BEND OFFICE OF THE CLERK <br /> James Mueller, Mayor of South Bend, with offices located on the 14th floor of the County-City <br /> Building, South Bend, IN replied to Councilmember Warner's question,by explaining some of <br /> the needs within the City. <br /> Councilmember Tim Scott asked Dan Parker to talk about the selection of this fund as opposed to <br /> the rainy day fund. <br /> Dan Parker explained the differences between the two (2) funds and the monies. <br /> Committee Chair White then opened the floor to questions and comments from the Committee <br /> and Council Members. <br /> Councilmember Henry Davis Jr.made the comment that he would like a way for Council Members <br /> to receive money or bill communication from the Mayor's office before the information goes <br /> public. Committee Chair White responded by stating the Mayor is present and is taking note of <br /> Councilmember Davis Jr.'s comment. <br /> Committee Chair White then opened the floor to members of the public wishing to speak in favor <br /> of or in opposition to the bill. There were none. <br /> Committeemember Sheila Niezgodski made a motion to send Bill No. 13-20 to full Council with <br /> favorable recommendation. Committeemember Jake Teshka seconded the motion which carried <br /> by voice vote of four(4) ayes. <br /> Bill No. 15-20- Amendment to Ordinance 10685-19,Non Bargaining Salary Ordinance <br /> Committeemember Rachel Tomas Morgan,with offices located on the 4th floor of the County-City <br /> Building, South Bend, IN, served as a presenter for this bill. Councilmember Tomas Morgan <br /> highlighted some key elements of this bill and then handed the floor over to Mayor Mueller. <br /> James Mueller, Mayor of South Bend with offices located on the 14th floor of the County-City <br /> Building, South Bend, IN, thanked the Council Members for being proactive and stated the bill <br /> amends the salary ordinance for pay to continue for those workers being sent home, due to the <br /> COVID-19 Pandemic. <br /> Committee Chair White opened the floor to questions and comments from Committee and Council <br /> Members. <br /> Councilmember Warner asked if we would still pay someone quarantined. Mayor Mueller <br /> responded saying there are moving pieces to work out and made reference to paid leave options. <br /> Councilmember Lori K. Hamann asked if those needing to come in and work during the time of <br /> shut down would get extra compensation for coming into work. Mayor Mueller responded that it <br /> is something under consideration. Mayor Mueller stated they haven't run into this situation yet. <br /> Committee Chair White then opened the floor to members of the public wishing to speak in favor <br /> of or in opposition to the bill.
