0 THE PUBLIC'S ROLE <br />The City of South Bend is currently implementing the B.D.I. Plan for our downtown <br />community. The South Bend Downtown Partnership has taken this plan and created goals <br />and strategies for the downtown. The South Bend Redevelopment Commission also has <br />development goals for the downtown and East Bank areas. These goals and some key <br />strategies are as follows: <br />DOWNTOWN PARTNERSHIP'S GOAL - <br />`A vibrant Downtown that by combining excellent working conditions with great living <br />and entertainment environments is an attractive central core for civic life in South Bend.' <br />KEY STRATEGIES - <br />1. Develop a public /private partnership that effectively integrates the resources of both <br />sectors on behalf of the Downtown. <br />2. Establish a Downtown Development Concept that includes: <br />- active and visible special facilities, such as the Century Center, College Football <br />Hall of Fame, Morris performing Arts Center, Northern Indiana Center for <br />History, Studebaker National Museum, and Coveleski Stadium. <br />-a vibrant mixed -use specialty district on the East Bank. <br />-a broader array of hospitality- oriented businesses (i.e. hotels, restaurants & <br />entertainment) in the immediate vicinity of the Century Center. <br />Though these are just some of the ideas written out by the Downtown Partnership, one <br />can see how East Race Place fits into their plans for the Downtown. <br />But there are many risks to two small companies in such a large -scale project. These risks <br />range from the purchasing of one the oldest rehabbed buildings in the city to land locking <br />the growth of the Chocolate Company. <br />It is for these reasons we need this public /private partnership spelled out by the <br />Downtown Partnership. <br />SOUTH BEND CENTRAL REDEVELOPMENT AREA PLAN- <br />GOAL- <br />`The overall goal for the Area is to achieve the economic revitalization and physical <br />redevelopment of the Area as attractive, exciting, unique and viable urban center for <br />people, businesses, and institutions.' <br />
