NEW BUSINESS (CONT.) <br />b. continued... <br />distinct districts are being created.• <br />One for the purpose of a TIF <br />Allocation Area; Another for <br />purpose of a Redevelopment Area <br />The Downtown Medical Services <br />Allocation Area for the purposes of <br />TIF is not indefinite and will expire <br />on December 31, 2015. <br />The Downtown Medical Services <br />District Development Plan is an <br />amendment to the existing South <br />Bend Central Development Area <br />Development Plan. Because of that, <br />it is necessary that we review the <br />goals for the South Bend Central <br />Development Area to demonstrate <br />their consistency with what is being <br />proposed. The Goals for the existing <br />South Bend Central Development <br />Area Plan are as follows: (1) To <br />make the area a multi -use regional <br />center for North Central Indiana and <br />South Central Michigan for business <br />and consumer services, specialty <br />retail, governmental and medical <br />services, cultural, entertainment, <br />recreational and convention uses; <br />(2) To strengthen the residential <br />component of the area by increasing <br />the number and type of middle <br />income housing units; (3) To <br />increase the level of private <br />investment and reinvestment in the <br />area; (4) To increase both the <br />personal and real property tax base <br />-10- <br />
