NEW BUSINESS (CONT.) <br />c. continued... <br />The planned development will create 14 full - <br />time and 19 part -time jobs. The annual <br />payroll will be $393,500. 00. Richard Best is <br />anxious to work diligently with the Urban <br />Enterprise Association and its Zone <br />Resident Employment Program to place <br />qualified residents into positions of <br />employment. The labor market makes <br />effective employment networks an <br />imperative. <br />Mr. Best will work with the owners of <br />adjoining properties to develop the area to <br />its fullest extent, including but not limited to <br />circulation and parking on the site, the <br />vacating of Tutt Street, and the re- <br />organization of property related to the <br />proposed project as appropriate. <br />Richard Best proposes to build a facility <br />which will be constructed of high quality <br />materials and workmanship. The <br />landscaping and parking areas will be <br />maintained in a manner in keeping with the <br />image of the community and area Mr. Best <br />wants to contribute to the growth and <br />development of this very important area of <br />our community. <br />Richard Best, with South Bend Heritage <br />Foundation, Inc., will form a limited liability <br />company (Chapin II LL C) to complete the <br />development of a 13, 000 sf shopping center <br />at the northeast corner of Chapin and <br />Napier Streets.
