NEW BUSINESS (CONT.) <br />o. continued.... <br />Upon a motion by Ms. Schwartz, seconded <br />Mr. Donoho and unanimously carried, the <br />Commission approved the Contract with <br />the City of South Bend for Community <br />Development Block Grant funds for South <br />Gateway Improvements, Phase II (CD99- <br />8154). <br />p. Staff report on Design Review Issues in <br />the Airport Economic Development <br />Area. <br />Owen Rock, Economic Development <br />Specialist, presented a drawing of Welsh <br />Oil's project in the U.S. 31 Industrial Park. <br />He stated that Welsh Oil requested a <br />variance in regard to their sign's height. <br />"D" zoning allows a 35 ft sign. Welsh Oil <br />wants a sign over 100 ft so it can be seen <br />from the Toll Road. If Welsh Oil is not <br />granted the variance, then it would be an <br />economic hardship for its company. There <br />are covenants for the U.S. Industrial Park. <br />If the Board of Zoning Appeals approves <br />the 100 ft sign, subsequently, the request <br />for the variance would go before the <br />Design Review Committee for the U.S. 31 <br />Industrial Park.
