If an agreement cannot <br />be reached between the property owners <br />and the City, then the Director can proceed <br />with eminent domain. <br />Upon a motion by Mr. Donoho, seconded <br />by Mr. Blake and carried, the Commission <br />adopted Resolution No. 1668 authorizing <br />the purchase of property in the South Bend <br />Central Development Area. Ms. Schwartz <br />abstained. <br />k. Filing of Resolution No. 1669 Amending <br />the West Washington- Chapin <br />Development Area Development Plan. <br />Lee Cotton, Neighborhood Planner, <br />presented a map of the West Washington - <br />Chapin Development Area to the <br />Commission for its consideration. <br />Mr. Cotton stated that the proposed <br />amendment was initiated by the West <br />Washington- Chapin Revitalization Project, <br />Inc., which is the advisory group for the <br />West Washington- Chapin Development <br />Area. The proposed amendment is to <br />expand the Redevelopment area to include <br />parcels on the north side of Western <br />Avenue extending from the viaduct to <br />Laurel Street. These parcels consist of <br />churches, vacant lots and commercial <br />properties. West Washington- Chapin <br />Revitalization Project has asked that these <br />properties be included into the West <br />HAWPDATATOMMSM012299.MIN -10- <br />COMMISSION ADOPTED RESOLUTION NO. 1668 <br />AUTHORIZING THE PURCHASE OF PROPERTY IN <br />THE SOUTH BEND CENTRAL DEVELOPMENT AREA <br />
