STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: 9 June 2020 <br />Application Number: 2020-313A <br />Property Location: 705-707 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: American Foursquare / <br />1920 / “Seider Apartments” <br />Property Owner: Lara Properties Corporation <br />Landmark or District Designation: Edgewater Place Historic District <br />#6846-80 <br />Rating: Non-Contributing (Staff disagrees with rating and would deem it <br />at least “Contributing”) <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story `American Foursquare' is rectangular in construction <br />and sits on a brick foundation. The first story is brick, while the second story is wood shingle with a molded <br />overhang between the two stories. The roof is gabled with a wide overhang; a pedimented gable and dormer is on <br />the southeast roof face. The front of the structure has a full open porch with brick piers and walls. Windows are <br />double hung. First story front fagade has wide paneled windows, second story has French doors leading to the <br />balcony. One centrally located chimney has a brick corbeled top. <br /> <br />ALTERATIONS: <br />AA 2020-0313B approved the replacement of three doors, 6 windows with Jeld-Wen aluminum clad windows, <br />reconstruction of the rear porch, fascia, and soffit (due to fire damage), and the installation of fencing at the rear of <br />the property. COA 2017-1101B – an application to retroactively replace six original windows with vinyl <br />replacement windows was denied. COA #1989-0118 permitted the installation of a 2nd floor porch railing <br />including posts, balusters, and railings. The full balustrade on top of the balcony has been removed or was never <br />installed. COA #1992-0618 permitted the replacement of existing copper lock asphalt shingle roofing with 3 -in -1 <br />tab asphalt shingles. COA #2015-1203 retroactively permitted a complete tear -off and re-roofing with dimensional <br />asphalt shingles, as well as the installation of new gutters. <br /> <br />APPLICATION ITEMS: “See attached.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested to construct a railing around the <br />second story front porch: <br />a. Approximately 3’ tall railing comprised of <br />i. Lusters “Baroque” 32 ¼” powder coated aluminum metal balusters. <br />ii. 4” posts capped in DecKorators 4x4 Copper Solar pyramid post cap lights. <br /> <br /> <br />The structure has been lacking a second story railing for some time. One file photo from 1985 shows a previous <br />configuration of the railing. This railing had four large column elements. The railing sections between those <br />columns is made of panels of wood, approximately 5” wide and 36” tall. A decorative cut out is visible in the top <br />section of these panels. <br /> <br />STANDARDS AND GUIDELINES: <br />Edgewater Place Local Historic District <br /> D. ENTRANCES, PORCHES, AND STEPS <br />The majority of the houses in the district have either an open or an enclosed porch across the front or on the side. Most po rches have either <br />gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common. <br />Required <br />Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall b e retained or replace <br />with replicas of the same design and materials when deteriorated beyond repair. Porches and addition s reflecting later architectural styles and <br />which are important to the building’s historical integrity shall be retained.
