Plant materials in close proximity to the buildings and which are causing deterioration to the <br />building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation <br />• Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site <br />elements before evaluating their importance to the property's history and development. Front yard areas shall not be <br />transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, or fences shall not extend forward <br />beyond the setback line of the property. Telephone or utility poles with high intensity overhead lights should be installed so that <br />they cannot be seen from the thoroughfare. S. Moore & F.J. Miller, Engineers / <br />H. L. Maddocks, Builder <br />Property Owner: St. Joseph County (Bridge #211) <br />Landmark or District Designation: Local Landmark #9104-2000 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: The Angela Bridge is a three Arch Melan style bridge constructed of reinforced <br />concrete, having two central pillars with corbelled string coursecones at pillar bases and plain spandrels. The bridge construction <br />method relied on bands of several metal arch rings aligned evenly with the protection of a concrete shell. Rough faced cut stone <br />comprises the facing of the structure. <br />ALTERATIONS: COA #2001-0815 allowed for repointing of masonry, replacing pavement, sidewall, and spandrel walls, <br />outside rails, vertical posts above floor beams, the replacement of cross beams as needed, the removal of non -historic aluminum <br />rail, recoating of masonry, COA #2003-0616 allowed for the replacement of the original, deteriorated approach railings with <br />railings of identical shape size, dimensions and design as the existing except that for NHTSA standards rails, piers, and the oval <br />openings were modified. Openings in both the approach and the guard rail were elongated. Conduit for the future installation of <br />light poles was installed, as well. COA #2003-0916-1 allowed for the construction of the trailhead for the Coal Line trail. COA <br />#2010-1206C allowed for the installation of eight Leesburg light poles with Main Street -A luminaires, as well as improvements <br />• to the western bridge approach (including the roundabout). <br />3 <br />
