Date: 6 April 2018 <br />• Application Number: 2018-0404B <br />Property Location: 65014 SR 931 <br />Architectural Style/Date/Architect or Builder: T-Plan/Romanesque Revival/1903/Pleasant View School <br />Property Owner: American Electric Power; Indiana Michigan Power and Mary Louise Rumpf <br />Landmark or District Designation: Local Landmark, Ordinance #80-1977 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: Built between 1902-1903, the Pleasant View School operated until summer of 1931 <br />when the old high school became used as the elementary. The building was used as a residence for many years following and <br />later as the Old Country Bake Shop. Structure is a 1 '/i story T-Plan/Romanesque Revival set upon a stone foundation. First story <br />is brick, second story is wood shingle with a combination of fish scale and diamond pattern. Roof is asphalt shingle with returns <br />at gabled ends. Windows are 1/1 double hung set in arched top with brick lintels and stone sills. Front door is rounded arch <br />opening that has been filled with plywood and a metal pre -hung door. The entire site has suffered deferred maintenance with <br />severe degradation to the school house roof, see July 31, 2017 letter to owner. There is a small, vinyl -sided, non -historic structure <br />on the site. <br />ALTERATIONS: 1978 COA for wooden frame windows to be replaced with aluminum frames, rebuild front stoop, demolish <br />dilapidated rear addition, install signs. Front door and surround is not original. There is a rear concrete stoop with flat roof. <br />APPLICATION ITEMS: <br />1. Demolition of non-contributing ancillary building; <br />2. Discussion of options for schoolhouse property including relocation, demolition with mitigation, or design modifications to <br />allow it to remain in place. All of the options will be explored by the engineering and project management teams and coordinated <br />with Indiana Landmarks and the Lakeville community. The results will be presented at the April 16 commission meeting along <br />with a request for approval of the selected option. <br />DESCRIPTION OF PROPOSED PROJECT: Historic Preservation Staff was first contacted on February 27, 2018 regarding <br />"anticipated impacts to a local landmark by the proposed Jackson Road to Marshall transmission line project." Because the Local <br />• Landmark is located within the proposed right-of-way of the new line, applicant is proposing to either relocate the school house, <br />demolish, or modify the design to allow it to remain in place. The small, vinyl -sided structure is not historic. <br />Indiana Landmarks (in partnership with the Town of Lakeville) has submitted a proposal to American Electric Power to relocate <br />the Pleasant View School to the nearby Town of Lakeville. Under the proposal, Indiana Landmarks would manage and own the <br />project including contracting for the relocation and associated new construction. The building mover identified for the project is <br />Lykowski Construction — a firm with significant building relocation experience in our area. Lykowski is insured, has visited the <br />site, and concurs that the building can be safely relocated. Upon relocation, Indiana Landmarks will undertake exterior <br />rehabilitation of the building estimated at $65,000 to $70,000. The Town would provide a lot onto which the building will be <br />relocated. AEP would donate the building to Indiana Landmarks along with the cost to move the building to a new site and <br />construct a crawl space foundation for the building. AEP would be responsible for removing the existing foundation and <br />backfilling after the building is removed. <br />SITE VISIT REPORT: <br />Date/Time of Inspection: March 13, 2018 at 9 AM <br />Met with AEP representatives, representatives from Lakeville town management, fire department, police chief, building <br />department, Indiana Landmarks, Lykowski Construction, and HP Administrator Elicia Feasel. <br />Exterior: <br />-roofing, large holes on east face, roof needs replaced, many areas of decking will need further investigation to see if <br />they are also in need of replacement <br />-some cracked or missing glass in windows <br />-overgrown vegetation, vines have entered the soffits <br />-gutters and soffit material are falling off or missing <br />-gaps in area where rear dock area meets the structure allows element infiltration <br />Interior: <br />First floor- <br />-floor from front (west) to rear (east) has bow then drop to a hole that enters the lower leveUcrawl space <br />-holes in roof have allowed elements to enter at rear and have allowed the deterioration of the floor boards and joists <br />• Second floor- <br />-roof damage has allowed elements to enter and deteriorate second floor landing and floors at rear of structure as well <br />as the front corners of the structure. <br />-several spots have water infiltration from bad roof that have caused plaster fail and mold <br />21 <br />
