• 2. 1352 Lincoln Way E COA# 2018-0315 #7343-84 Lincoln Way East <br />Representation: Tammy Winn, 1352 Lincoln Way East <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 10, 2018 <br />Application Number: 2018-0315 <br />Property Location: 1352 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: Queen Anne / Free Classic / 1910 / La Pierre House <br />Property Owner: Tammie Winn (Williams) <br />Landmark or District Designation: Lincoln Way East Local Historic District, Ordinance #7343-84 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story irregular plan Queen Anne/Free Classic sits on a rough-hewn <br />concrete block foundation. The walls are vinyl -siding with a projection of the second story over the first. A molded belt course <br />is under the projection. The roof is hipped, pedimented with a side gable, closed soffit, and molded cornice boards. A central <br />brick stonecap chimney is accompanied by an exterior limestone ceramic flue. The front porch has a concrete block base and <br />pier supports, square wood posts, wood lintel, and a wood balustrade. Two large picture windows with glass transoms are on <br />either side of the front entry door. The remaining windows are 1/1 double -hung with projecting molded entabulature. A hipped <br />garage with 1/1 double hung windows and a boxed eave stands to the south east of the main structure. <br />ALTERATIONS: In April of 1989, a stop -work order was issued by the Building Department because of the installation of <br />vinyl siding over three quarters of the house without permit and without C of A. COA # 1989-0403 allowed for the removal of <br />the vinyl siding from the structure. COA # 1989-1006 allowed for the installation of vinyl siding on the outside of the house. <br />COA # 1992-0724 allowed for re -roofing of the flat portions of the roof, the installation of exterior signage for business purposes, <br />the replacement of exterior lighting, the installation of an exterior stairway at the rear of the property, the installation of an A/C <br />unit and concealment trellis, and the installation of a fence from the back setback of the lot to the corner of the lot. COA #2011- <br />0509 allowed for a complete tear -off and reroof. <br />APPLICATION ITEMS: "We already installed a fence. Didn't know we needed permits or COA. We need this fence for our <br />dogs since we work 12 hour shifts. A lot of the homes have the same fencing materials." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks retroactive approval for the installation of 192' of fencing (44' <br />of 6' tall wood privacy fence and 148' of 4' galvanized chain link fence), including a 20' roll gate that crosses the driveway. <br />Installation work was executed by Great Lakes Fencing. <br />The subject property faces Lincoln Way East but abuts Ottawa Court, a narrow road that has additional Historic District <br />properties along it. <br />Existing examples of chain link fencing are found elsewhere within the Lincoln Way East Historic District but may predate the <br />establishment of the district. For example, both 1334 and 1342 Lincoln Way East have chain link fence at the rear of their <br />properties (as indicated by the applicant's attached photograph), but no COA for either installation is retained by the HPC Staff. <br />The property to the south (1522 Ottawa Court) also has chain link fencing, but it is in poor condition and probably predates the <br />district. Various wood fences are also found within the district. <br />SITE VISIT REPORT: <br />N/A <br />STANDARDS AND GUIDELINES, LINCOLN WAY EAST: <br />(D) GUIDELINE COMPONENTS <br />Statements within the guidelines which specify the requirements and recommendations for the preservation of the characteristic <br />relationships of the various features which are of significance to the appearance of the Local Historic District. <br />"Shall" is defined as an expression of something that is mandatory or must be done. <br />"Should" is defined as an expression of obligation, something that ought to be done but that is open to compromise. <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />Required <br />Distinctive existing features such as parks, gardens, streetlights, fences, signs, benches, walkways, streets, alleys and building <br />setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be compatible with <br />the character of the neighborhood in size, scale, materials and color. The riverfront neighborhood character of the District <br />shall be retained. <br />
