Commissioner Gelfman: I vote in favor of the motion to deny application #2018-0118 due to <br />wrong style of windows without a CofA, without a building permit, and they were asking for • <br />retroactive approval. <br />Commissioner Anderson: Votes nay to the motion. <br />Commissioner Hertel: I vote in favor of the motion to deny application #2018-0118, as the <br />changing of the windows disrupts the historic integrity of this unique home and the inability to <br />discuss with the homeowner the potential options that are available that they would be willing to <br />look into. <br />Commissioner Klusczinski: I vote in favor of the motion to deny application #2018-0118. This <br />particular project does not achieve the stylistic intentions of the original windows that were <br />removed. The applicant is not represented this evening — without any opportunity to discuss <br />conditions or ways of trying to achieve some compromise in some way. It is not my intention to <br />burden staff with too many abstract issues and I believe that if the owner comes forward with a <br />way to try and achieve the stylistic intention of the house we would more likely in favor of it, even <br />though the material choice was incorrect. I believe that as is the application does not support the <br />standards and guidelines for the East Wayne Historic District. I believe that the public detriment <br />created is a departure from the ordinance that binds the entire district — whether the properties are <br />rated Non -Contributing or Notable. The financial hardship has not been demonstrated here with <br />any documentation so I can't even weigh that in at this point. <br />Commissioner Gordon: I vote in favor of the motion to deny this application. It's too far outside <br />the guidelines for me to — even in this style of house — out of the character of the rest of the • <br />neighborhood, it is still within the district, it is still has to remain bound by the guidelines, and no <br />opportunity to approve it with conditions because there can be no conversation with the owner. <br />Four in favor, one opposed. <br />Vote: 4 —1. Motion to deny COA #2018-0118 is passed. <br />Commissioner Klusczinski requested that the following be conveyed to the owner: that any <br />retroactive projects or installations in the future will not necessarily be considered and may be subject to <br />denial. If the homeowner is willing to submit another application that considers some of the stylistic <br />intentions of the original windows and some of the Commissioners concerns this evening, that their fee <br />would be waived on their next application on this project. <br />Application COA #2018-0118 is denied. <br />III.
