STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 8, 2018 <br />Application Number: 2018-0627C <br />Property Location: Multiple <br />Architectural Style/Date/Architect or Builder: N/A <br />Property Owner: Various / City of South Bend <br />Landmark or District Designation: Riverside Drive Local Historic District (Ordinance #7469-85) and Leeper <br />Park Local Landmark (Ordinances #8734-1996 and #6730-1980), as well as portions of the Chapin Park National <br />Historic District <br />Rating: N/A <br />DESCRIPTION OF STRUCTURE/SITE: Riverside Drive from Leeper Park to Hudson Avenue — an area <br />including the Riverside Drive Local Historic District, portions of Leeper Park, as well as falling under the umbrella <br />of the Chapin Park National Historic District — is punctuated by a number of historic lights. Originally these <br />streetlights were of the "Park View" model manufactured by the George Cutter Company of South Bend (George <br />Cutter lived within the Riverside Drive Local Historic District at 916 Riverside Drive). Seventeen (17) of the lights <br />are on the north side of Riverside, while four (4) are on the south side. One light post is missing, having previously <br />stood at the intersection of Lafayette Boulevard and Riverside Drive in Leeper Park. <br />ALTERATIONS: COA #1995-0404 allowed for the removal of existing lamp posts and their replacement with <br />"Hollowspun Post" poles topped with rebuilt Octagonal Junior Luminaire fixtures. The existing light pole in front <br />• of 916 Riverside replaced a previous pole that had been struck by a motorist sometime in 2000 (corresponding to <br />COA application #2001-1205). <br />APPLICATION ITEMS: "The project includes maintenance of the historical lighting along Riverside Drive <br />including rewiring the electric and adding a new service point to be located at the alley between Park Avenue and <br />Forest Avenue. The project will require no removals or changes to existing lights." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks a Certificate of Appropriateness for <br />improvements on multiple lots throughout the Riverside Drive Local Historic District. Specifically: <br />1. The rewiring of twenty-one (21) historic lights along Riverside Drive, stretching from the intersection <br />of Lafayette Street in Leeper Park to the intersection of Hudson Avenue at the northwest end of the <br />Riverside Drive Local Historic District. <br />a. The street lights will not be altered in any external way. <br />b. The poles will be rewired. <br />c. New electrical boxes (typically flush with the ground, if not underground) will be installed <br />beneath the soil. <br />2. The replacement of one (1) historic light at the intersection of Riverside Drive and Lafayette Boulevard <br />in Leeper Park utilizing an existing light pole from the Public Works inventory of replacements (the <br />original pole having been previously removed by car accident). <br />3. Installing new wiring between the existing street lights via two methods: open trench and directional <br />drilling. <br />a. Open trench will be utilized primarily along Riverside Drive from the intersection of Hudson <br />east to approximately 1012 Riverside Drive, as well as between Dushane Court and Lafayette <br />Boulevard in Leeper Park. <br />• b. Directional drilling will be utilized from Dushane Court along Riverside Drive to <br />approximately 1012 Riverside Drive. Directional drilling will also connect the existing service <br />box on Golden Avenue to the new wiring on Riverside Drive. <br />4. Capping off and pulling non-essential wiring (primarily in Leeper Park). <br />5. The installation of a 34" x 22" x 58" high TESCO Cabinet in the alley between Park and Forest <br />Avenues, making use of an existing utility easement. A second service box that will be tied into this <br />
