i40 <br />STAFF RECOMMENDATION: <br />■ Original windows on both floors of the structure were wooden 2/2 double hung. The replacement <br />is windows installed on the second floor are vinyl 1/1 double hung. Had the contractor applied for the <br />required building permit HPC staff would have been able to advise the homeowner regarding window <br />divided light pattern and materials to come to an agreeable and cost-effective solution. <br />■ The condition of the original windows is unknown as the contractor removed windows and installed <br />new prior to inspection and prior to obtaining a building permit. According to the homeowner the <br />windows contained lead paint the removal of which would require a certified lead/EPA contractor. <br />Staff acknowledges that there are a limited number of lead/EPA certified contractors available locally <br />contributing the practical difficultly of reusing the original windows. <br />■ The East Wayne Street Standards and Guidelines advise that original windows and doors shall be <br />retained, including sashes, lintels, shutters, decorative glass, pediments, hoods and hardware.
