Not Recommended <br />Glass blocks should not be used. Concrete block should not be used for anything other than foundations. <br />STAFF RECOMMENDATION: a <br />Staff recommends approval of this application with conditions. Staff recommends approval of both the casement window and the <br />glass block window replacement portions of this application, as the former is in keeping with the character of the house (and <br />replaces earlier replacement windows), and the latter is only explicitly prohibited when used in new construction, and they are <br />relatively obscured. Of the three glass block windows, Staff would prefer that a similar window to the other casements be <br />installed (with frosted panes) on the south / driveway side second floor instead of glass block. Staff recommends that the entry <br />and storm door proposal be revisited and revised, with preference given to refurbishing the existing material in lieu of <br />replacement. Ron Radecki, 123 South St. Peter Street. Mr. Radecki informed the Commission that <br />Councilwoman Broden had contacted him regarding the proposed project by David <br />Matthews at 121 S Niles Avenue (the Emporium building) to build a deck 49' into and <br />over the St. Joseph River parallel to the Jefferson Street bridge. Mr. Radecki distributed <br />schematics provided to him from the Department of Natural Resources showing the <br />proposed project. Commissioner Kluszcinski requested Staff investigate this project. <br />IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. December 18', 2017 <br />Commissioner Molnar made a motion to change the meeting minutes to reflect <br />that Commissioner Anderson was not present and should be reflected in the <br />minutes. Seconded by Commissioner Parker. <br />Six in favor, none opposed. <br />Vote: 6 — 0, motion to amend the Minutes passes unanimously. <br />Commissioner Molnar made a motion to approve the amended minutes. Seconded <br />by Commissioner Parker. <br />Six in favor, none opposed. <br />Vote: 6- 0, motion passes.
