Four in favor, none opposed. <br />Vote: 4 — 0 Motion to approve COA #2018-1113A with conditions is passed. <br />rIV. PRIVILEGE OF THE FLOOR <br />V. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. October 15th 2018 <br />Commissioner Fisher made a motion to approve the minutes from the previous <br />meeting. Seconded by Commissioner Canada. <br />Four in favor, none opposed. <br />Vote: 4 — 0. Motion to approve the minutes are approves as submitted is passed. <br />B. STAFF REPORTS <br />1. RME Report — Distributed. <br />C. COMMITTEE REPORTS <br />1. DISPOSITION OF HISTORIC PRESERVATION COMMISSION ASSETS <br />Commissioner Fisher — nothing to report at this time. Commissioner Fisher <br />stated that the Committee has received some legal clarification as to how they <br />may proceed, and that the Committee would like to have a meeting in the weeks <br />after the holidays. <br />VI. OLD BUSINESS <br />A. Resolution 18-03 <br />Tim Corcoran, Director of Planning for the City of South Bend, Elicia Feasel, and <br />Adam Toering spoke to the Commission members about proposed Resolution 18-03. <br />Elicia Feasel read Resolution 18-03 into record. <br />Commissioner discussion followed. Commissioner Fisher stated that she would like to see <br />the word "intent" struck from the Resolution. Commissioner Gordon stated that he would <br />like to see some definition as to what "with regard to certain projects based on an established <br />set of parameters" entailed. <br />Commissioner Gelfman made a motion to table until the December meeting. <br />Commissioner Gordon seconded. <br />Four in favor, none opposed. <br />Vote: 4 — 0. Motion to table Resolution 18-03 until the December meeting is passed. <br />B. Leeper Park <br />Commissioner Fisher informed the Commission of the meeting about Leeper Park that the <br />Landmarks Committee had attended hosted by Venues, Parks, & Arts. Commission <br />discussion ensued. <br />Commissioner Fisher discussed the legal ramifications for making determinations that are in <br />opposition with the Leeper Park Standards and Guidelines. The Leeper Park Standards and <br />• Guidelines were electronically distributed to the Commission members. Commissioner <br />Fisher inquired to the Commission whether the Leeper Park Standards and Guidelines need to <br />11 <br />
