STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 11, 2018 <br />Application Number: 2018-0403 <br />Property Location: 908 Leland <br />Architectural Style/Date/Architect or Builder: Gabled -Ell / 1898 <br />Property Owner: Joan M. Downs <br />Landmark or District Designation: Chapin Park Local (Ordinance #9574-05) and National Historic <br />DistrictRating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: The house located at 908 Leland is a 2 storey wood frame gabled -ell <br />with an irregular plan set upon a brick foundation. 4 '/2" wood clapboard with frieze and moulded cornice was <br />recently revealed when the previous vinyl siding was removed. The roof is a cross gable with asphalt shingles. <br />The porch is located in the corner between the front gable and south wing; it has 2 wood column supports with <br />simple balustrade. The windows are double hung 1/1 with moulded entabulatures; the doors have wide moulded <br />entabulatures. <br />ALTERATIONS: In 1932 the home was remodeled into a 2 family dwelling and in 1949 it housed 3 families. It <br />was noted in August 1949 that the original wood shingle roof was replaced or covered with asphalt shingles. The <br />garage attached at the rear of the house was removed prior to the 1940s and replaced with a detached concrete <br />block two car garage before 1949. The structure has replacement storm windows and doors; the original pine <br />exterior trim is no longer visible and is probably removed. The first storey window shutters photographed in 1987 <br />is <br />have not been replaced. In August, 2009 a report from Code Enforcement indicated that a new front porch deck, <br />steps and guardrail were installed along with a re -constructed set of rear steps to the second floor. There was also a <br />newly reconstructed pressboard covering of the exterior access to the basement. RME 2017-1 O1 OB called for <br />masonry work on the chimney. RME 2017-1115 removed a large maple tree that compromised the sewer between <br />906 and 908 Leland. Vinyl siding was removed in the spring of 2018. <br />APPLICATION ITEMS: "Detailed plans and exterior elevation drawings are attached to this application. In <br />short, this modest home in the Chapin Park District was broken up into at least 2 units many years ago. I purchased <br />it with the intent of returning it to single-family occupancy and restoring the exterior." <br />"In order to make the interior spaces workable for a modern family I am requesting permission to change a couple <br />of openings in the house's exterior. In addition, I am removing the plastic siding, repairing all the woodwork and <br />trim, replacing the ill -constructed porch and attaching historically appropriate railings. Finally, a small addition <br />will be put on the back of the house at the kitchen door in order to enclose the stairs to the basement that have been <br />exterior to the house for a very long time." <br />"All windows will be wood -clad and conform to the proportions of the original windows. All will be double hung <br />except for the horizontal format window adjacent to the basement stairs and the porthole window in the back <br />bedroom on the second floor." <br />Addendum, April 3, 2018: <br />"The windows at 908 Leland Ave. in South bend which will be impacted by the renovation described in the C. of <br />A. application from March 2018 will be Marvin Ultimate Double Hung Windows, all wood -clad. <br />"We are in contact with Marvin Windows which is based in Wisconsin, to establish whether they can simply take <br />• the Ultimate Double Hung Window and switch out the top cross piece on the lower sash and the bottom cross piece <br />on the top sash for a slightly smaller wooden cross bar. The existing windows at 908 Leland have a 1 -inch wide <br />piece. The stock Marvin Windows have a 2 -inch wide piece. It appears that Marvin can semi -custom make the <br />windows we request in order to much more precisely match the existing and remaining windows at 908 Leland." <br />See attached documents. <br />
