STAFF REPORT <br />• CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 10, 2018 <br />Application Number: 2018-0322 <br />Property Location: 129 W North Shore <br />Architectural Style/Date/Architect or Builder: Neo -Classical Revival / 1905 <br />Property Owner: May Ellen O'Connell & Peter Bauer <br />Landmark or District Designation: West North Shore Local Historic District, Ordinance #6512-78 <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 story plus attic Neo -Classical house sits upon a brick and <br />concrete foundation. The plan is square plus additions. Roof is gable ended with twin dormers on long fagade with <br />asphalt shingles. The exterior of the structure is covered in aluminum siding, although the original has been restored <br />at the rear. There is a two-story front entry porch, triple corner columns with ionic capitals supporting a simple <br />pediment with dentil frieze. Windows are 35/1 wood double -hung throughout with trim concealed by siding. Front <br />door has twin sidelights with paneled spandrel. <br />ALTERATIONS: COA #1984-0810 allowed for the replacement of the asphalt shingle roof. COA #2005-1104 <br />allowed for maintenance work around the exterior including the soffit, trim, siding and roof flashing repair work. <br />COA #2006-0118 allowed for the repair, removal, and replacement of sections of brick wall along the alley with a <br />temporary fence at the rear of the property. COA #2006-0118B allowed for the installation of fence along the <br />perimeter of the property. RME #2006-0118C allowed for repair of the concrete steps in the front of the house. <br />COA #2007-0313 allowed for the replacement of the roof, as well as the replacement of windows with new, <br />• operable wooden windows. COA #2007-0404 allowed for the rehabilitation of the garage, including the removal of <br />a later addition to the structure. COA #2007-0813A allowed for the removal of siding and reinstallation of roof <br />flashing and windows of the two front roof dormers. COA #2008-0623 allowed for the removal and replacement of <br />a tree at the southwest corner of the lot. COA #2014-0113 allowed for the remodeling of the kitchen area by <br />restoring and reinstalling windows as well as adding a small porch. COA #2016-0705 allowed for 1) removal of <br />aluminum siding at the rear of the house, 2) replacement of the front door with a more historically appropriate <br />replica, and 3) refurbishing of original windows and columns. <br />APPLICATION ITEMS: "See attached." <br />DESCRIPTION OF PROPOSED PROJECT: <br />Applicant seeks approval for the following exterior restoration projects on the South (street -facing) portion of the <br />structure, as well as the garage: <br />1. Exterior <br />a. Remove the existing aluminum siding on the front facade — the original clapboard and existing <br />wood details will be salvaged where possible, new western red cedar will be replaced in all <br />locations as needed; <br />b. Restore the pilasters on the fagade (as was done on the West, North, and East sides in 2017); <br />c. Install a trellis along the front fagade from the front porch between the first and second stories <br />as an homage to the historical full-length porch (see attached image). <br />d. Continue the window rehabilitation work initiated in the previous COA on the front fagade; <br />2. Porch <br />a. Restore the wood front porch floor on the first and second stories; <br />b. Restore the existing column drums (six large and four small) and restore/rehabilitate/replace <br />their bases; <br />• c. Replace the existing Ionic capitals with new polystone composite manufactured by Chadsworth <br />Columns; <br />3. Roof <br />a. Replace K -style gutters with dark bronze half -round gutters and round downspouts on both the <br />main structure and garage; <br />
