3. Legal — Aladean DeRose introduced herself to the Commission. <br />is D. COMMITTEE REPORTS <br />V. OLD BUSINESS <br />A. By -Laws <br />1. City's Code of Ethics <br />Commissioner Gelfinan made a motion to accept the City of South Bend's Code <br />of Ethics to be integrated into the Bylaws. Seconded by Commissioner Molnar. <br />Four in favor, none opposed. <br />Vote: 4-0. City Code of Ethics adopted unanimously. <br />2. By -Laws <br />Commissioner Gelfinan made a motion to adopt the Bylaws with the exception of <br />Article 6, Section 1, "Order of Business." Seconded by Commissioner Molnar. <br />Four in favor, none opposed. <br />Vote 4-0. The HPC By -Laws (except for Article 6, Section 1, "Order of <br />Business") adopted unanimously. <br />Commissioner Gelfinan made a motion to suspend discussion on the Order of <br />Business until the next meeting. Commissioner Molnar seconded. <br />Four in favor, none opposed. <br />Vote 4-0. The motion to suspend discussion on the Order of Business until the <br />• next meeting is passed unanimously. <br />VI. NEW BUSINESS <br />A. Substitute Resolution 18-01 <br />Commissioner Klusczinski made a motion to adopt substitute Resolution 18-01, <br />detailing staffs responsibilities and allowances to issue "Routine Maintenance <br />Exclusions" (RMEs). Commissioner Gelfinan seconded. <br />Four in favor, none opposed. <br />Vote: 4-0. Substitute Resolution 18-01 is approved unanimously. <br />B. ARCHITECTURAL HISTORIAN <br />Commissioner Gelfman volunteered to chair a committee to find and interview <br />applicants for the position of Architectural Historian. <br />Commissioner Klusczinski moved for the creation of a nominating committee to screen <br />applicants for the position of Architectural Historian, to be chaired by Commissioner <br />Gelfman. This committee will review the applicants, resolve to come up with a decision <br />for the nominee, and then present that decision at the next regularly scheduled <br />Commission meeting. Seconded by Commissioner Molnar. <br />Four in favor, none opposed. <br />Vote: 4-0. The motion to create an Architectural Historian Committee chaired by <br />Commissioner Gelfman is adopted unanimously. <br />• C. Commissioner Klusczinski made a motion to recognize former Commissioner Kevin <br />Buccellato and former Architectural Historian Jennifer Parker, and to charge HPC <br />staff with drafting a letter recognizing both.
