-► <br />STAFF REPORT <br />• CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 April 2018 <br />Application Number: 2018-0404B <br />Property Location: 65014 SR 931 <br />Architectural Style/Date/Architect or Builder: T-Plan/Romanesque Revival/I903/Pleasant View School <br />Property Owner: American Electric Power; Indiana Michigan Power and Mary Louise Rumpf <br />Landmark or District Designation: Local Landmark, Ordinance #80-1977 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: Built between 1902-1903, the Pleasant View School operated until <br />summer of 1931 when the old high school became used as the elementary. The building was used as a residence for <br />many years following and later as the Old Country Bake Shop. Structure is a 1 '/z story T-Plan/Romanesque Revival <br />set upon a stone foundation. First story is brick, second story is wood shingle with a combination of fish scale and <br />diamond pattern. Roof is asphalt shingle with returns at gabled ends. Windows are 1/1 double hung set in arched <br />top with brick lintels and stone sills. Front door is rounded arch opening that has been filled with plywood and a <br />metal pre -hung door. The entire site has suffered deferred maintenance with severe degradation to the school house <br />roof, see July 31, 2017 letter to owner. There is a small, vinyl -sided, non -historic structure on the site. <br />ALTERATIONS: 1978 COA for wooden frame windows to be replaced with aluminum frames, rebuild front <br />stoop, demolish dilapidated rear addition, install signs. Front door and surround is not original. There is a rear <br />concrete stoop with flat roof. <br />• APPLICATION ITEMS: <br />1. Demolition of non-contributing ancillary building; <br />2. Discussion of options for schoolhouse property including relocation, demolition with mitigation, or design <br />modifications to allow it to remain in place. All of the options will be explored by the engineering and project <br />management teams and coordinated with Indiana Landmarks and the Lakeville community. The results will be <br />presented at the April 16 commission meeting along with a request for approval of the selected option. <br />C. <br />DESCRIPTION OF PROPOSED PROJECT: Historic Preservation Staff was first contacted on February 27, <br />2018 regarding "anticipated impacts to a local landmark by the proposed Jackson Road to Marshall transmission <br />line project." Because the Local Landmark is located within the proposed right-of-way of the new line, applicant is <br />proposing to either relocate the school house, demolish, or modify the design to allow it to remain in place. The <br />small, vinyl -sided structure is not historic. <br />Indiana Landmarks (in partnership with the Town of Lakeville) has submitted a proposal to American Electric <br />Power to relocate the Pleasant View School to the nearby Town of Lakeville. Under the proposal, Indiana <br />Landmarks would manage and own the project including contracting for the relocation and associated new <br />construction. The building mover identified for the project is Lykowski Construction — a firm with significant <br />building relocation experience in our area. Lykowski is insured, has visited the site, and concurs that the building <br />can be safely relocated. Upon relocation, Indiana Landmarks will undertake exterior rehabilitation of the building <br />estimated at $65,000 to $70,000. The Town would provide a lot onto which the building will be relocated. AEP <br />would donate the building to Indiana Landmarks along with the cost to move the building to a new site and <br />construct a crawl space foundation for the building. AEP would be responsible for removing the existing foundation <br />and backfilling after the building is removed. <br />
