I'll give my solar guy a call and ask if there's a way they could
all be in the back. It seemed that there wasn't enough room for more than six, but I'll ask. I'll also ask about
installing them on the ground instead, but the lot does not go more than a few feet beyond the house in the back
or sides. The view from the thoroughfare, as you will see from the site visit, does not reveal a change the
essential character of the roof, as the house is on a hill, and the roof is quite high. The panels, even towards the
front half of the southern facing roof, are still obscured. As it is a gabled roof, the east facing roof is primarily
what is seen from the street.
Best,
Sheila
On Thu, Sep 14, 2017 at 11:32 AM, Adam Toering <atoerin2 a,sicindiana.com> wrote:
Dear Sheila,
I'm in the process of reviewing your Certificate of Appropriateness application for the installation of eight
solar panels along the peak of your southern -facing roof at your home on Saint Joseph Street. Your application
is on the agenda scheduled for next Monday at 7pm on the 13' floor of the County -City Building (I've
attached the meeting agenda to this e-mail for your convenience).
I discussed your application with the Elicia Feasel, the Executive Director of HPC, and she recommended that
I reach out and inform you of any concerns I might have. For clarity, your application called for the
installation of eight NSP Plus 72 -Cell Monocrystalline Photovoltaic Module panels near the peak of your
southern -facing roof. Two panels are to be installed east of your southern dormer, on the portion of the
southern facing roof closest to the street. The remainder of the panels would be `behind' the southern dormer
(and obscured), more towards the rear of the house.
While reviewing the Guidelines for Historic Preservation & Development adopted by the Taylor's Field
Historic District, I came upon verbiage that raised some concerns regarding your application. The Guidelines'
Mechanical Systems section is rather specific that "Solar collectors and TV dishes shall be placed at the rear of
the property and shielded by shrubbery and landscaping," whereas the Roof section additionally states that
"Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the
house." The use of the word "shall" is rather specific: "shall" is defined as an expression of something that is
