-1 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 14 September 2017 <br />Application Number: 2017-0905 <br />Property Location: 519 S Saint Joseph <br />Architectural Style/Date/Architect or Builder: 1900/Free Classic <br />Property Owner: Sheila McCarthy <br />Landmark or District Designation: Taylor's Field, Ordinance #8952-98 <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey phis attic Free Classic has an irregular plan and is <br />situated on a rough cut stone foundation. The exterior walls are clapboard siding with Corner boards on the first <br />floor only and bell cast shape to second floor wall. The pyramidal roof is covered with asphalt shingles and has <br />large intersecting gable facades on the south and east (front) sides. There is a full width porch across front with <br />wood flooring and balustrade, paired ionic wood columns, concrete steps and lattice work at base. The windows <br />are wood 1/1 double hung throughout; there is a multi -paned fixed side lights around the Palladian window in the <br />upper storey south gable. <br />ALTERATIONS: The house was restored in 1981_by Historic Landmarks of Indiana and Southhold Heritage <br />Foundation. The iron railings could have been added then to bring it up to Code. COA 2001-0228, In-kind reroof <br />of entire structure from asphalt shingles to asphalt -shingles, replacement of decking as needed and gutters and <br />downspouts. COA 2012-1017, Complete tear off and re -roof; redeck, repair roofing and install new ice shield and <br />architectural shingles. COA 2012-1031, remove addition in rear which has deteriorated beyond repair and is <br />crumbling; replace any missing clapboards, restore facade. <br />APPLICATION ITEMS: Eight solar panels on the south side of the roof, with the majority being in the back, the <br />sw side. None will be on the front, the street facing east side. See attached. <br />DESCRIPTION OF PROPOSED PROJECT: Applicant proposes installing 8 NSP Plus 72 -cell Monocrystalline <br />Photovoltaic Module panels on the south face of the roof near the peak. According to the attached hand -drawn <br />schematic, two panels are to be installed east of the southern dormer, on the portion of the southern facing roof <br />closest to the street. The remainder of the panels would be `behind' the southern dormer (and obscured), more <br />towards the rear of the house. According to the schematic, the two panels on the southeast portion of the roofline <br />would sit above the peak of the eastern dormer, indicating that they may be visible from the street depending on <br />sight -lines. <br />PRESERVATION SPECIALIST REPORT: <br />On September 7, 2017 at approximately 8:30AM, I visited the property located at 519 S St Joseph located in the <br />Taylor's Field Local Historic District. The owner has applied to install solar panels on the south and west faces of <br />the roof. I took photographs from all four directions and from the street level. <br />The south view has a house within twenty feet of the structure and the west view has a 2.5 story barn/workshop <br />located less than forty feet away. The north view has a tree line and a house directly after that line. The only clear <br />view of the south/west roof is through an opening looking north from South Street toward the alley. <br />STANDARDS AND GUIDELINES: <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat and <br />combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well <br />as clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl- or aluminum - <br />sided houses are covered with the same material. <br />Reauired <br />
