5. Fencing: COA 2017-0706 approved 6' wood privacy fence on east, west, and north sides; fence on south side to be less than 6' <br />tall in a style with spaces between pickets. Applicant has submitted a new site plan that includes both wood and vinyl with a <br />footprint that extends into an alley to the east that applicant is hopeful to vacate and that is approximately 13' south/closer to street <br />but still satisfies setback at the porch. Applicant seemed amenable to Staff recommendation of an all wood fence and agreed that <br />fence in front of house would be open between the pickets, although it would be installed approximately 13' south/closer to street. <br />Staff worked with the Building Department to determine what is allowable for maximum height and setbacks. Regarding fence <br />relating to alley vacation, until finalized, no Certificate of Appropriateness application item can be considered as it is not owned <br />by the applicant. <br />6. Alley entrance: Enlarge the alley entry porch and roof by 8" to increase the overall width from the current 28" to 36" as <br />required. Add railing to porch. Staff has requested an elevation to convey the alterations; proposed deck and stair material; and <br />proposed railing material, design, and height. This application item is incomplete. Additionally, until alley vacation is finalized, <br />no Certificate of Appropriateness application item to enlarge can be considered as property line appears very near existing <br />construction. If alley vacation is not realized, a variance would be required as per Building Department to expand. <br />7. Second story entrance: Although adding an exterior second story stairway, deck, and doorway to the rear addition will provide <br />a secondary means of egress, a majority of single family, two story homes do not have a second story stair exit. Staff defers to <br />Building Department regarding use as anything other than a single family. Aesthetically, if exterior stair is constructed as per site <br />plan submitted, it will not be visible from the street. <br />8. Concrete sidewalk: Install a 4'-0" wide concrete sidewalk from the gate entrance to the multiple access points of the house and <br />garage. <br />PRESERVATION SPECIALIST REPORT: <br />Excerpt from June 19, 2017 9AM Steve Szaday <br />The large window in the front of the house is a single pane sash with 1/8" thick glass that is broken. The glass measures <br />approximately 74" inches wide b5,50" inches tall. The sash is in good condition with the exception of a piece of the interior <br />which is broken at the point where the glass was broken from the outside. <br />Excerpt from August 14, 2017 12PM Steve Szaday <br />With the owner, we confirmed dimensions for the front picture window. The dimensions are approximately 77 inches wide and <br />70 inches high. My previous measurements were incorrect. <br />The owner is proposing two windows in this space that are 36.5 inches wide by 69.75 inches high. The intent is to have <br />a 5 to 6 inch support in between to match the windows directly above on the second floor. I measured that support and the <br />exposed trim work is 6.5 inches with the actual space in between the windows being approximately 5.5 inches for weight <br />pockets. <br />Excerpt from August 16, 2017 <br />I looked up the International Building code in regards to the requirements for the glass itself on a window of the size and location <br />of the large picture window. Due to the size of the glass (greater than 9 sq. ft), the location from the floor (less than 36' above <br />walking surface), the height of the glass (greater than 60" above floor) and the location from the front door (less than 48"), the <br />glass would have to be tempered. I called a local glass company: Quality Glass on Edison Road in South Bend and talked to <br />Ross. Ross quoted a price of $589.91 to install a tempered piece of 1/4" thick glass measuring 77" wide and 70" tall in the <br />existing wood sash on site. This includes glazing points and glazing. <br />STANDARDS AND GUIDELINES: <br />Chapin Park <br />1. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. Joseph <br />River, Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the common <br />areas of the district (i.e. visual landscape and streetscapes) <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car <br />thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as <br />possible to their architectural, historic, and residential character. <br />Retention and maintenance of existing brick streets in the district is required. Repair work to fill voids and gaps must utilize brick <br />paver materials and acceptable installation methods whenever applicable. When utility work dictates the removal of street sections <br />(pavers), the original materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers, and <br />similar materials shall not be used. <br />All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights designed by the Cutter Company <br />for this neighborhood. Present efforts by the Neighborhood <br />Association and the Historic Preservation Commission to restore "Park View" streetlights to the district shall continue. Any change <br />in lighting must receive approval of the Historic Preservation Commission. <br />New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding <br />environment and properties. <br />Recommended <br />The current or historic character of lawns should be preserved. Front yard areas, common lawns, and tree lawns should remain <br />open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept <br />landscaped appropriately while vacant, and may be used for recreational or residential development. <br />11 <br />
