remediation and the cost of full-scale demolition. I also believe that if the petitioner is willing to engage
the public and organizations supporting the adaptive reuse and repurposing of this building, the financial
benefit for the educational goals might be more easily realized.
Commissioner Gelfman (AYE) — I vote to deny this CofA. There's been no submission of
structural deterioration beyond repair also there has been no effort to have any joint cooperation with
Indiana Landmarks or anyone that might be able to assist with this particular structure. And according to
section D in our bylaws for demolition, it doesn't meet the wording that we have.
Commissioner Molnar (NAY)
Vote: 4 — 1
COA 2017-0807 Denied
4.2017-0807A 315 Madison Street #9574-05 Chapin Park
Representation by Bernardo Contreras, 1115 Autumn Trails, Mishawaka
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: August 7, 2017
Application Number: 2017-0807A
Property Location: 313 (aka 315) West Madison Street
Architectural Style/Date/Architect or Builder: Dormer -front bungalow/ 1877/1915Benz House
Property Owner: Bernardo Contreras
Landmark or District Designation: Chapin Park Local/National Register District, local ordinance #9574-05
Rating: Contributing
DESCRIPTION OF STRUCTURE/ SITE: This wood frame house with irregular plan sits upon a brick foundation. The
exterior walls are wood shingle covering wood clapboard, and the steep -pitched gable roof and front dormer are covered in
asphalt shingles, with two brick chimneys with corbelled caps. There is a porch across the full width of the front, with the roof
being an extension of the main roof, supported by brick piers with small cross design at capitals, brick railing with stone caps,
and concrete steps and floor. According to the 1987 survey card, windows are wood 1/1 double hung with moulded entablatures,
with a large picture window in front, although most windows are boarded up for protection and this cannot be confirmed. The
house is located on a spacious site with a large gambrel roofed garage at the rear of the property, also with wood shingle walls
covering wood clapboard.
ALTERATIONS: The house was originally built in 1877 and remodeled in 1915.
