STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 October 2017 <br />Application Number: 2017-0912 <br />Property Location: 60500 Bremen Highway. Randall cf: Shiela Meert <br />Landmark or District Designation: Local l.andmark St. Joseph County Ordinance 4154A-1973 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two and a half story Free Classic Queen Anne is square with an addition at <br />the rear. The foundation is random coursed stone. Synthetic siding was added in 1998. The roof is pyramidal with gables. A <br />front/side veranda is open with brick walls and piers, as well as round columns and a ►vide lintel. Most xvindows are 1 over 1 <br />with projecting cornices. Three oval windows (two on north face on each floor, one on the -west face on the second floor) as <br />well as a round -arched window to the left of the main door, on the porch. The main door has a wide surround with projecting <br />cornice and a fall upper light. Other notable details include fish -scale and straight -cut shingles in the gable ends of the cross <br />gables which also have wide returns at the cave line. There are eight small light windows in the gable ends. <br />Also on the site is a small well house with narrow modern siding and jerkin head roof, a modern metal sided garage/barn, and a <br />c. 1890 English bank barn with a random stone foundation (supplemented with a modern concrete block). The barn has <br />vertical matched board siding. <br />ALTERATIONS: COA 1997-0822 re -roofed garage and barn. COA 1998-0217 "install[ed] vinyl siding, however, significant <br />architectural details must be retained including decorative dentil, trim, oval window with modified keystone elements, gables <br />with shingies and trim and the retain the flared skirting detail between first and second floors." Additional landscaping <br />improvements including a water feature were added to the property sometime after 1998. COA 2014-0905B called for the <br />"Tear off and reroof Northeast lower section with Berkshire art 10c shingles (same as on now)" <br />APPLICATION ITEMS- Add a wood fence for safety. <br />DESCRIPTION OF PROPOSED PROJECT: Retroactive permit for the installation of %wood picket fence enclosing <br />immediate north and east yard surrounding house. Fence connects to adjacent metal -wire farm fencing encompassing tree farm <br />to the north of the main farmhouse. <br />Additionally, extensive landscaping improvements have been added to the property, indicating the presence of landscaping <br />company and tree farm. y <br />Per phone conversation with applicant on October 12"' — the primary reason for the construction of the fence is to ensure the <br />safety of the children living at the house. Required <br />Alajor landscaping items, trees, fencing. walkways. private yard lights. signs (house numbers) and benches which reflect the property's <br />history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks. fixed <br />barbecue pits, swimming pools. tennis courts. green houses. new walls, fountains, fixed garden furniture. trellises. and other similar structures <br />shall be compatible to the historic character orthe site and neighborhood and inconspicuous when %iewed from a public way. <br />2. Recommended <br />New site work should be based upon actual knovsledge of the past appearance of the property found in photographs, drawings, and <br />newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should <br />be removed. However. trees and plant materials that must be 1`0101 -ed should be immediately replaced by suitable flora. Front yard areas <br />should not be fenced except in cases where historic documentation would Indicate such fencing appropriate. Fencing should be in <br />character with the buildings style, materials, and scale. <br />3. Prohibited <br />
