STAFF REPORT <br />CONCERNING APPI,ICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 8 November 2017 <br />Application Number: 2017-1101 B <br />Property Location: 705 / 707 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: America_ n Foursquare / 1920 / "Seider Apartments" <br />Property Owner: Mariana I.ara <br />Landmark or District Designation: Edgewater Place Historic District 46846-80 <br />Rating: Non -Contributing (Staff disagrees xvith rating and would deem it at least `'contributing") <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story 'American Foursquare' is rectangular in <br />construction and sits on a brick foundation. The first story is brick, while the second story is wood <br />shingle with a molded overhang between the two stories. The roof is gabled with a wide overhang; a <br />pedimented gable and dormer is on the southeast roof face. The front of the structure has a Rill open <br />porch with brick piers and walls. Windows are double hung. First story front fagade has wide paneled <br />windows, second story has French doors leading to the balcony. One centrally located chimney has a <br />brick corbeled top. <br />ALTERATIONS: COA #1989-0118 permitted the installation of a 2"a floor porch railing including <br />posts, balusters, and railings. The full balustrade on top of the balcony has been removed or was never <br />installed. COA #1992-0618 permitted the replacement of existing copper lock asphalt shingle roofing <br />with 3 -in -1 tab asphalt shingles. COA #2015-1203 retroactively permitted a complete tear -off and re- <br />roofing with dimensional asphalt shingles, as well as the installation of new gutters. <br />APPLICATION ITEMS: "Replaced 6 windows (exact same size, vinyl windows). Old windows were <br />broken and really deteriorated. Painted the back stairs and porch to comply with code enforcement." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks retroactive approval for the installation <br />of 6 vinyl windows in place of previous wooden windows. Tile subject windows are on the northwest <br />side of the structure. On the ground floor, the following windows were installed: two one -over -one <br />windows are closer to the front of the house and one six -over -six window closer to the rear of the house. <br />On the second floor, the following windows were installed: two one -over -one windows (directly above <br />those on the ground floor) and a six -over -six window. <br />For reference, multiple windows remain boarded up (and painted over) on both the first and second stories <br />on the nortlnvest side of the house. Basement access windows are also boarded up and painted over. A <br />single one -over -one 'original' window remains on the second story towards the rear of the structure. <br />Unfortunately, no manufacturer information has been provided for the installed windows by the applicant. <br />PRESERVATION SPECIALIST REPORT: <br />I thought it best to provide a timeline in regards to my interactions on this project. <br />•y December 3, 2015 -Work was being performed on the roof at 705 LWE without a COA/RNTE or permit. I stopped and <br />gave my card to a worker on site. Within hours Mariana Lara was in the office and received an approved RME for <br />roof repair. This information can be corroborated through m}• photographs and invoices. <br />• January 19, 2017-A Code Hearing was held at RM 1307 at County -City Building. Mariana Lara was in attendance. <br />The Hearing Officer ruled 6 months on the exterior with all necessary permits be pulled from both HPC and the <br />Building Department. The owner agreed and no civil penalties nor performance bond ordered. <br />• July 6, 2017-1 noticed new windows installed at the west side of the structure. (I was living in the neighborhood at <br />that time) i left a business card on the front door and on the windshield of the vehicle parked at the rear of the address. <br />
