STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 November 2017 <br />Application Number: 2017-1101 <br />Property Location: 706 N St Joseph Street <br />Architectural Style/Date/Architect or Builder: American Foursgaure / 1905 / "The Good House" <br />Property Owner: Mark Zimmerman <br />Landmarl: or District Designation: River Bend Historic District 48308-92 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story American Foursquare sits on a fieldstone <br />foundation. The second story has a slight overhang. The hipped roof has asphalt shingles, hipped <br />dormers, and a center brick chimney. The street facing side has concrete steps and stoop, an iron railing, <br />and a corrugated metal overhang. Windows are 9 -pane fixed on the front first story, 1/1 doable hung. The <br />dormer has a 6 -pane casement. Windows have aluminum storm windows, a wood front door with <br />aluminum storm door. A detached one -car concrete block garage with a flat roof is to the rear of the <br />house. <br />ALTERATIONS: Siding is not original and predates the district designation. Large overgrown shrubs <br />were removed from the front yard with COA # 2001-0608-2. Asbestos shingles were replaced with the <br />current asphalt shingles with COA #200671024. At some point, vinyl windows were installed on the <br />south side of the main floor. <br />APPLICATION ITEMS: "Install 5 replacement windows." <br />DESCRIPTION OF PROPOSED PROJECT: Applicant seeks to replace 5 windows with white <br />Champion Comfort 365 windows in the following locations: in the living room on the west side, a picture <br />window (51 %Z" x 65"); in the front room on the west side, another picture window (51 ''/z" x 65"); on the <br />north side, one double -hung window in the stairwell ( 23 1/2" x 45"); in the living room on the north side <br />is a 2 -Lite slider window (42 3/a" x 23"); and in the kitchen, a double -hung window (293/4" x 393/4"). <br />PRESERVATION SPECIALIST REPORT: <br />On November 6, 2017 at approximately 1:30 PM I visited the property located at 706 N St. Joseph within the River Bend Local <br />Historic District. i met with Mark Zimmerman to document the condition of the windows that they, have applied to replace. In <br />full disclosure the owners of the property Mark and Nancy are personal friends and I have performed work on the house prior <br />to my tenure at Historic Preservation. I am familiar with the status of the front windows in particular as I had previously <br />attempted to help winterize those years ago. <br />The first two windows on the application are the front (west) picture windows. These were not originally picture windows but <br />actually double hung. The previous owner of the house removed the sashes, then took the wood stonn window and installed it <br />in the first set of tracks between the interior and parting stops, they then added an aluminum storm window to the outside. This <br />setup is ill-fitting at best and has had different filler wood to help keep the wood storm in place. Air infiltration is prolific on <br />both front windows as both of these have had the same treatment. <br />The third window is the horizontal window near the northwest window. The sash itself is in good shape and has a wood storm <br />window on the exterior. The desire of the owner is to have a window that operates since they have never had airflow towards <br />the front of the house. <br />The fourth windo%v is a double hung on the north side of the house at the landing of the stairs. The bottom sash has significant <br />deterioration and due to settling and damage from nearby construction and roadwork, the window is out of square. Photographs <br />will depict the repairs the owners have made to the plaster walls. The lower left corner of the frame has enough of a drop that <br />outside water has blistered the interior wall. Upper sash is painted in place but is separated due to pressure from being out of <br />square. <br />The fifth and final window is a non -original aluminum replacement window that does not stay open and faces the rear yard of <br />the house. <br />
