STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 20, 2017 <br />Application Number: 2017-0420 <br />Property Location: 336 West Navarre <br />Architectural Style/Date/Architect or Builder: Queen Anne/ 189 1 [Unruh House <br />Property Owner: Victor and Nancy Myers <br />Landmark or District Designation: Chapin Park Local/National Register District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story wood frame house with brick foundation has <br />a central brick chimney with corbelled cap. The steep hip roof is covered with asphalt shingles, and has <br />numerous intersecting gables, and aluminum soffit and fascia. There are two small dormers with shed <br />roof. The main entry porch has a low hip roof with pedimented central bay, supported by turned wood <br />columns. Windows are 1/1 wood double hung. <br />ALTERATIONS: Two car garage with hipped roof and sliding wood doors was added at rear of <br />property in 1935. <br />APPLICATION ITEMS: Replace existing driveway (gravel -grass) with concrete. Replace two single <br />garage doors with one double door. Add gutters to house. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to: 1) replace an existing 7'W <br />gravel/grass driveway at west side of property, with 10' W concrete driveway, and add concrete pad in <br />front of garage to allow space to turn vehicles around. This project is completed. 2) Replace two existing <br />sliding wood garage doors with one 16' x 7' overhead door, allowing easy access for two passenger cars. <br />(see attached description) 3) Installation of 5" K -style aluminum gutters and downspouts to allow proper <br />runoff and prevent water damage. No gutters currently exist on house. <br />PRESERVATION SPECIALIST REPORT: <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />I. THE ENVIRONMENT <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, <br />of varying topography and with different setbacks with regard to plots. Alleys are generally behind <br />houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique <br />situation within the district. Applications from properties that have property lines on Chapin Place will be <br />considered on a case-by-case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from <br />the street) as well as trees located in a yard or tree lawn which reflect the property's history and <br />development shall be retained. A tree located in such areas shall only be removed if the removal is <br />required due to storm damage, disease, threatened damage to a structure or for such other reason <br />acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be <br />replaced with an approved species at the same or approximate location wherever possible. Fencing visible <br />from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent <br />with the historic character of a structure enclosed. <br />
