STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Aate: March 1, 2017 <br />Application Number: 2017-0301 <br />Property Location: 224 Hammond Ct. <br />Architectural Style/Date/Architect or Builder: Free Classic/1903/Mendenhall House <br />Property Owner: New Day Construction <br />Landmark or District Designation: River Bend Local Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This one and one-half story hose with irregular plan sits <br />upon a raised concrete foundation. There is a steeply pitched hip roof with a gable on the front fagade, <br />and gable projection on the east side. The front porch is one story with a hipped roof, concrete steps and <br />deck, and round wood support posts. Windows are 1/1 wood double -hung with aluminum storms. There <br />are two oval windows, one in front and one on the west side. <br />ALTERATIONS: Synthetic siding has been added. The front door is a wood replacement with <br />aluminum storm exterior and decorative shutters. <br />APPLICATION ITEMS: Restoration of front windows, replacement of six windows found irreparable <br />and additional 3 to have consistency, replacing front & back doors to code of 36 -inch width. <br />DESCRIPTION OF PROPOSED PROJECT: <br />Owner proposes to restore both oval windows, as well as 1/1 wood double hung windows in front of <br />house. Remaining windows on sides and back of house to be replaced with Edison double -hung vinyl <br />windows, size and style to match existing. Non -original front and back doors to be replaced with steel <br />doors. Front door will feature decorative 3/4 oval lite design; back door will have 6 -lite glass at top. <br />PRESERVATION SPECIALIST REPORT: <br />At approximately 11 AM on February 17, 2017, I arrived at the property located at 224 Hammond Ct with <br />Director Feasel to evaluate the condition of the windows of this structure which is located in the River <br />Bend Local Historic District. We met with the owners' representative and their contractor. <br />The owner intends to repair the oval windows, but is applying to replace as many of the windows as <br />allowed. The existing windows consist of one over one double hung wood windows, and two fixed wood <br />oval windows. I photographed each window of the structure and found six (6) windows to be deteriorated <br />beyond repair. The structure has triple track aluminum storm windows but many of the.sashes are <br />missing or broken which has allowed the elements to enter and moisture to slowly deteriorate sashes and <br />sills. There has been some severe settling to the house as a whole which has resulted in buckling of some <br />of the floors. Two of the windows are out of square and although not deteriorated, will more than likely <br />require some additional structural repair (Perhaps removal then shored -up and re -installed) in order to be <br />operational.
