STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Aate: February 21, 2017 <br />Application Number: 2017-0221A <br />Property Location: 1325 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1926/Higgins House/H. Russell Stapp, <br />Architect <br />Property Owner: Jory Fitzgerald <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story wood frame "L" plan house has a slate gable <br />roof, gable returns, and aluminum eaves. Windows are 6/1 and 8/1 wood double -hung with brick sills. <br />The central entry features a pediment, sidelights, and brick stoop. There is a brick chimney on the west <br />end. The house is sided with brick on the east and west sides; aluminum siding on north and south sides. <br />There is a detached two -car garage, with two doors, gable roof, and brick and aluminum siding. <br />ALTERATIONS: Aluminum storm doors and windows have been added to the house. COA 1997-0502 <br />approved installation of a rear yard stockade privacy fence. COA 1997-0710 approved installation of a <br />15' x 16' deck at the rear of the house. COA 2006-0104 approved a one-story addition at the rear, and <br />replacement of existing deck at rear of addition. <br />APPLICATION ITEMS: Replace 90+ year-old slate roof with standard architectural shingles. The <br />original roof has been inspected by three local contractors including Liberty Builders, Midland <br />Engineering, Rick Scott & Sons certifying existing roof is beyond repair. Replacement w/new slate tiles <br />would exceed $100,000. Also, replace gutters with aluminum gutters — see attached quote. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes replacing original slate shingles on <br />gabled roof of house with Owens Corning Oakridge architectural shingles. Slate shingles are <br />deteriorating, allowing rain and melting snow to leak into home at northeast corner of primary roof, <br />causing significant damage to a portion of the second floor ceiling. Prior to a temporary repair, light from <br />the sky could be seen through the roof. A portion of the roof on the addition at rear of property needs to <br />be replaced as well, due to damage from the original gutters. Damaged original copper gutters and <br />downspouts on main house roof to be removed and replaced with aluminum gutters and downspouts. <br />PRESERVATION SPECIALIST REPORT: N/A <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET <br />II. EXISTING STRUCTURES <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs <br />are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay <br />tiles. Residences in most cases have wood fascias with gutters and downspouts. The facias of some vinyl <br />or metal sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the <br />roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, <br />chimneys, cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort <br />should be made to retain materials such as slate, tile, and other unique materials not commonly <br />found in new construction. Roof covering which is deteriorated beyond repair should be replaced <br />with new material that matches as closely as possible the original in composition, size, shape, color <br />
