Assured the board that the <br />owners want to work with the commission. <br />Letter by Todd Zeiger, Indiana Landmarks, read. Expressed opposition for the COA application <br />to allow installed vinyl windows to remain and be covered with wood frames. Indiana <br />Landmarks holds an exterior and interior easement on the property; this work was performed <br />without required approval. No request for approval of this project has been received by Indiana <br />Landmarks before or since project commenced. Addressed concerns about change of materials, <br />quality and longevity of window installation, and door replacement at west end. Recommended <br />alternative window solution. <br />Commissioner Gordon moved to deny application as submitted. Seconded by Commissioner <br />Gelfman. <br />President Klusczinski clarified that votes in the affirmative will support the motion to deny the <br />application and reminded the members to state their reasons when voting. Roll call was ordered. <br />Commissioner Anderson (Aye) — All the reasons stated before, not appropriate treatment for local <br />and national landmark building. <br />Commissioner Gelfman (Aye) — Materials not appropriate for the particular landmark and need to <br />be addressed properly. <br />Commissioner Voll (Aye) — Many reasons: improper materials, improper procedure, no building <br />permit, could have saved money by coming to the Commission first. Out of line for this particular <br />property. Sets a bad precedent. <br />Commissioner Klusczinski (Aye) — This is a high-profile landmark, one of 2500 National Historic <br />Landmarks in the United States; it is the only National Historic Landmark in St. Joseph County. <br />No permits or COAs were obtained for the work. The installations show structural detriment to <br />the building going forward. The materials and the style of the windows chosen do not support <br />Group B Standards for all landmarks within St. Joseph County. The public sentiment was clearly <br />in favor of denying this application, and I believe firmly that alternative proposals are currently <br />being explored and should play out; allowing this particular application would not let that happen. <br />Commissioner Gordon (Aye) — All the same reasons. The procedure was not followed to get an <br />approval, but even if the material installed would have been brought to a COA, I believe it would <br />have been denied because it does not stay in style with the context of this property. <br />Commissioner Molnar (Present) — unable to make an informed decision due to not being here for <br />the entire public hearing. It does put the Commission in a tight spot when things are brought to us <br />after they have already been done. <br />Vote: 5 — 0 - 1 <br />COA#2017-0214A Denied. <br />III.
